| The opening of the 12345 citizen service hotline in Jinan is a successful exploration of Jinan municipal party committee and municipal government to practice the concept of "people-centered" development,adapt to the new situation of economic and social development,unblock the channels of mass appeal,and innovate social management.In recent years,Jinan City 12345 citizen service hotline on the basis of standardization,continuous improvement and improvement,has become a domestic innovative social governance model of public service brand.Looking up and combing the relevant information of the public service hotline,we can find that the previous research is mostly carried out from the macro perspective,while this paper makes a bottom-up thinking and analysis of the hotline construction from the perspective of grass-roots contractors,finds out the problems and puts forward corresponding solutions,which provides a new way to improve the construction of the hotline platform,improve the service quality of the hotline platform,ensure the people to participate in social governance,and smooth the channels of expression of demands.From the point of view of the basic worker hotline undertaking,this paper analyzes the problems existing in the service effectiveness,examination and supervision,promotion and implementation in the process of handling the 12345 citizen service hotline in Jinan,and deeply analyzes the causes of the problems,and puts forward some operational solutions and ideas to the existing problems.First of all,combing the domestic and foreign literature on the public service hotline,clear research ideas,objectives and methods,the core concepts are elaborated and defined,the relevant theoretical basis is elaborated in detail,and the overall research framework is put forward.Secondly,using the interview method,select the grass-roots hotline contractors of 25 sub-district offices in Jinan The staff are the interview object,design the interview questionnaire,conduct the interview through the interview and telephone interview,obtain the latest investigation information,collect and analyze the interview content,summarize the evaluation of the hotline construction by the grass-roots contractors,and sort out the problems of the undertaking process.Thirdly,according to the problems found,this paper deeply analyzes the causes of the problems at five levels: ideological cognition,organization,institutional mechanism,personnel team and platform construction.Finally,with the support of relevant theories,combined with interview results,cause analysis and excellent experience of prefectures and cities,from five aspects: improving the publicity and guidance of the hotline,further optimizing the organizational structure,perfecting the system construction,perfecting the personnel team construction and perfecting the platform construction,the author puts forward some suggestions and countermeasures for the further improvement of the construction of the 12345 citizen service hotline in Jinan,and provides ideas for the 12345 citizen service hotline in Jinan. |
