Study On Deepening Industrial Cooperation Between Nanhai District Of Foshan City And Congjiang County Of Southeast Guizhou Province

In 2020,through the joint efforts of the whole party and the people of all ethnic groups in the country,China’s poverty alleviation battle achieved a comprehensive victory,all 832 poverty-stricken counties were removed,regional overall poverty was solved,and China entered a transition period of consolidating and expanding the achievements of poverty alleviation and comprehensively promoting rural revitalization.In 2021,the state issued the "Opinions on Adhering to and Improving the East-West Cooperation Mechanism","East-West Poverty Alleviation Cooperation" entered the stage of transformation and deepening,expanded and upgraded to "East-West Cooperation",and adjusted and optimized the east-west twinning relationship,Guangdong Province on the basis of continuing to help Guangxi Zhuang Autonomous Region,increased assistance to Guizhou Province,continued to carry out the work of pairing and support between districts and counties on both sides of the cooperation,strengthened industrial cooperation,resource complementarity,labor service docking,talent exchange,and mobilized the participation of the whole society.Among them,industrial cooperation is a major measure of east-west cooperation.According to the specific work deployment of Guangdong and Qian provinces and Foqian cities,Nanhai District of Foshan City has begun east-west cooperation to help Congjiang County(national key assistance county),Rongjiang County(national key assistance county),Majiang County and Danzhai County in Qiandongnan Prefecture since 2021,and has become a sister city with Kaili City.Based on this background,this paper takes the county government as the main body of research,from the perspective of public management,uses gradient transfer and synergy theory,and adopts literature research,field investigation,case study and other research methods to carry out a new round of research on deepening industrial cooperation between the east and the west.Since the establishment of pairing relationship,the implementation status of industrial cooperation assistance plan,capital investment,investment promotion and park co-construction in Nanhai District of Foshan City and Congjiang County of Qiandongnan Prefecture are systematically reviewed.Specific cases and relevant data in the process of industrial cooperation are fully studied.The experience and practices in the process of industrial cooperation between the two places are systematically summarized,and the results achieved are studied.In-depth analysis of the cause of the problem.Finally,in view of the existing problems and causes,combined with the actual conditions of the two places,this paper studies the countermeasures to deepen industrial cooperation,puts forward the countermeasures of strengthening industrial cooperation planning,optimizing industrial cooperation mode,perfecting industrial cooperation implementation mechanism,improving industrial supporting facilities and business environment,etc.,which is conducive to promoting the deepening industrial cooperation between Nanhai District and Congjiang County to achieve new results.It also provides the implementation path for other regions to carry out industrial cooperation between the east and the west.
