Research On Residents Behavior Of Participating In Self-governing Projects

With the accelerating of social transformation,the community plays a more important role in the whole national governance system,people relying on the community and the community is also have more function.How to make community governance well has become the focus of the government.Since the first proposed to uphold and improve the grass-roots self-government system,It’s development direction is clear:the masses autonomy.In recent years,along with the continuous improvement of the basic conditions,many local government gradually began to explore the path of the masses autonomy and has obtained some certain results.Residents autonomous project is one of them.Residents autonomous project will meet the residents’ real needs,put the residents as the core in the action and cultivate the residents autonomy ability.As a kind of the masses autonomy,we need to think about is that how to realize the autonomous projects?Whether the residents can achieve policy objectives effectively?And how to continue to promote the community autonomy is more reasonable?The biggest feature is the introduction of the residents as the main body of the project actors,hoping for a set of project operation process teach residents how to exercise their rights of autonomy and gradually guiding the community to remove partial management power.Although the residents can firstly consider the interests and demands of the residents to meet the needs of community management,however,due to the limitations and the various constraints,their action is limited rational,the unexpected consequences will have an impact in the operation mechanism.In this study,a resident autonomy project in M community is an example,the author try to present the project’s operation process overall and explain the action choice for residents.First of all,this study explains the background of the residents autonomous project implementation;secondly,from the different stages of project operation,describes the behavior and performance of residents in the development process,analyses the actors to use rules and resources and the act according to the principle;finally,analyses the residents accident consequence in the process of project operation,finds out the main factors influencing the residents’ action results.The research shows that:(1)Residents’ autonomous participation project is a gradual process,residents reflects the residents gradually show autonomy from passive participation to actively seek solutions later.Rules and resources is an important factor affecting residents.(2)Residents showed a strong "bounded rationality",they tend to have a clear goal,according to the existing condition and information matching with the target,seeking support.They also reflective monitor their own behavior in the course of action and adjust strategies in order to achieve the best action plan.However,the dweller in the resource and ability is relatively insufficient led to the project produced in the process of actual operation and the status of the phase deviation from the original plan.Actors’expectations is not completely in line with the results.(3)Resident autonomy project is a practical innovation community governance mode.The result of action from the residents,the residents become the main actors in the operation of the project,expanding the "three social linkage" mode of governance "community" definition.(4)The government how to play its role in the operation of the project also need to cooperate the parties of project action.The government should step in as a mentor,and no longer is the leader in the residents’ action.The residents autonomous project operated only more than two years.It is still not fully mature,also can be adjusted and improved.Different communities will adjust the strategics in operation project.According to the actual situation of the project,operation mechanism is also likely to be difference.This research presents the current residents autonomy project operation in Suzhou.It’s one of the most typical model but there also exist many problems.I believe in the future development in the process,we can explore more universal working mechanism to promote the development of community autonomy.
