Research On Residents’ Participation Dilemma In Project Governance

In recent years,the project system has become a fixed form of national governance.The academic community has conducted extensive research on project governance.Through the collection and collation of documents,it can be found that the project system has been widely used in the field of public services.Public facilities construction,social service management,community governance and other fields have become effective venues for the government to use the project system governance,which can clearly capture the main impact of the project system governance: on the one hand,it strengthens the central authority,and on the other hand,it is conducted by local governments.The effective means of public service operation and the provision of the project system make it difficult for the government to change to a service-oriented government.The service logic is still dominated by the government’s will,and it is difficult to meet public needs.This article takes the governance innovation project of Haishu District of Ningbo City as the research object,and through the continuous observation of the three-month observation of Yuehu Street in Haishu District,and on the basis of combing the relevant policies and procedures of community governance innovation,the relevant responsible persons of the street community were launched.Questionnaire surveys and interviews analysis focused on the operational mechanisms,difficulties encountered,and the impact on residents’ participation in the project.Although the community has achieved certain results in improving the quality of grassroots public services,it has also highlighted some problems.For example,project governance has led to the “catch-up” trend of lower-level projects to accomplish their tasks,with formalism highlighted.The main reason for this phenomenon lies in the imbalance between the project system itself and the residents’ participation in the appeal.The effective way to improve the residents’ initiative to participate in community governance and other core issues,the way of project governance has yet to be further explored.This article believes that project governance plays a role in stimulating residents’ enthusiasm for participation.However,to achieve normalization of residents’ self-organization,it is necessary to realize organizational governance model.
