The confirmation and registration of property rights in rural areas is related to the economic development of rural areas and the protection of farmers’ legitimate rights and interests,which is another hot topic in the context of rural revitalization in the new era.The issuance of the interim regulations on real estate registration,the notice of the ministry of land and resources on further accelerating the confirmation,registration and certification of the right of housing land and collective construction land(No.191,2016)and other policies provided guidance and support for all regions to carry out the integrated right confirmation and registration of real estate.The practical experience of the pioneer area has accumulated certain investigation results for promoting the integrated property right confirmation and registration in rural areas.However,difficulties such as marriage registration,the ambiguity of the subject of rights and the defects of policies and systems in the process of integrated property right confirmation and registration in rural areas should not be ignored.In China,there is no perfect system for the integrated right confirmation and registration of real estate in rural areas.The practice is slow to advance,there is a lack of experience for reference exchange,and there is a shortage of replicable promotion models.In view of this,under the background of rural revitalization,it is of positive significance to deeply explore the issue of integrated property right confirmation and registration in rural areas for deepening the reform of rural areas,protecting the legitimate rights and interests of farmers,promoting the implementation of the rural revitalization strategy,and unswervingly following the path of Chinese modernization.This study focused on the importance of rural real estate counterpoising truly integrated registration,reality and urgency,according to “ask questions-analysis problem-problem solving” the thinking of design,the integrated use of literature research,case method analyzes Yu area to promote rural real estate integrated approval to register and the real challenges facing the causes,and put forward corresponding countermeasures and suggestions based on the actual.The research mainly includes seven parts:(1)Based on literature and books,the connotation and extension of rural homestead use right,housing ownership on homestead,real estate registration and so on are scientifically defined,and the theory of government regulation and property right theory are integrated to explain the theoretical basis analysis of integrated property right confirmation and registration in rural areas.(2)Summarize the practice status of promoting the process of integrated property right confirmation and registration in rural areas in Yu region.(3)Starting from the major practical problems in the confirmation and registration of integrated property rights in rural areas of Yu region,adhere to the problem-oriented approach and straighten out the root causes of the problems.(4)Conduct attribution analysis on the problems faced in the right confirmation and registration of the integrated premises in Yu place from the perspectives of policy publicity,promotion of examination and approval,legal system,and personnel allocation.(5)Refer to the historical experience of advanced regions in China,summarize and sort out the practical enlightenment.(6)Based on the analysis of the problems and causes of integrated real estate work in rural areas of Yu,put forward targeted solutions to improve the right confirmation and registration of integrated real estate in rural areas.Based on this,this paper draws the following research conclusions: In the process of solving problems and promoting the integration of real estate in rural areas of Yu,improving laws and policies is the core,implementing rights and interests is the key,and scientific promotion is the foundation.
