The Application Of Cadastral Parcel Coding In The Integrated Registration Of Real Estate In County

Property Law carried out in 2007 has claimed explicitly that the implement of a uniform registration system to real estate is necessary. But for a long time, there has no relevant laws and regulations to be enacted and the duty to registering real estate is decentralized in the diverse departments in our country. The two sessions which to be held in March 2013, the uniform registration of real estate was formally taken into the agenda.In November 2010, Ministry of Land and Resources requested that each piece of land would be marked with an unique number in the nationwide and then the work was carrying out,and the task which was finished at the end of 2013 in Guangxi Province.《a letter about trying to have a demonstration promotion and application integration of general office of the ministry of land and resources》which sent by the Cadastral management department of Ministry of Land and Resources in June 2013, selecting 3 provinces to have a try on the application integration of unified parcel identifier. As one of them, Guangxi Province was requested to take unified parcel identifier to be an important grasp on raising the level of land and resources informatization and pushing the work of unified real estate registration.Under this background, this study takes Mashan county in Nanning city for example to take advantage of the unified code to explore from three parts on the integration of the data registering real estate, the designing of the number for registering real estate unit uniformly and the applicability of number during the three-dimensional registration of property right, in order to make contribution to the following the uniform registration of real estate. The main content and conclusions of the present study can be concluded as follows:(1) Based on the summary of the hierarchical structure and the significance of parcel code, house code, forest code and the code of the rural land contractual right to the management right, the code on behalf of administrative region in other codes will be transformed with the reference of the parcel code. And the parcel number will be management right obtained through analyzing contractual use of houses, forest rights, right to the thematic map of the contracted management right of house, forest and rural land and the relative datum of the results of cadastral survey, the new code based on the parcel code will be formed with the transformation of the registering code of real estate eventually. With the parcel identifier, the uniform registration database of real estate in terms of land can be constructed through associating the business data of the registration of real estate and the other registration codes.(2) The real estate unit has no unified code now, the idea of setting a code for the real estate unit is to extend based on parcel identifier. According to the coding mode with a twenty nine code from the 《the solutions of survey technology of the real estate》(exposure draft),to make a optimization study on the signature and sequence number of things fixed on land. Finally, get a real estate unit code with twenty seven digits number(3) According to the needs of current social development, there is a using three-dimensional trend of urban land, and the three-dimensiona will be take into used. So this study make an analysis if the real estate unit code which is apply to the property unit on the three-dimensional cadastral. The results show that, real estate unit code is extended on the parcel identifier, the parcel identifier is apply to the property unit coding which isn’t across the cadastral parcel, but not to the property unit coding which across the cadastral parcel, so the code rule of parcel identifier should have some supplement and adjustment.(4) The study summarize the limitations of parcel identifier in the application of uniform registration of real estate which manifested in the coding of cadastral district and sequence number of cadastral parcel, and put forward some suggestions for the limitations.On the whole,the parcel identifier has its own practical value for integrating data, the code of real estate unit setting and the using of property unit on the three-dimensional cadastral.
