The Challenge Of Cyber Sovereignty In The International Society And The Countermeasure Research Of Our Country

As the fifth space following land,sea as well as air,cyberspace has become a new highland for countries to actively compete for the initiative.Cyber attacks,cyber monitoring,cyber hegemonism,cyber militarization and other activities erode the sovereign interests of Internet countries,threatening and affecting the healthy development of cyberspace.In this context,cyber sovereignty comes into being.In2015,Xi clearly put forward the proposition of “respecting cyber sovereignty” at the second world Internet Conference.Cyber sovereignty is the concept of the organic combination of cyberspace and traditional sovereignty,and it is the embodiment of the concept of global governance in cyberspace.However,there are many difficulties and challenges in the applicability of the principle of sovereignty in cyberspace.Recognizing the rationality and necessity of cyber sovereignty and combing the difficulties and challenges faced by the practical development of cyber sovereignty are of great significance for forming a general consensus in the international community and promoting its effective practice.Starting from the relevant theories and concepts of national sovereignty and cyberspace,taking cyberspace sovereignty as the research object,this paper analyzes the inevitability of the application of cyberspace sovereignty in the international community from the perspectives of historical logic,theoretical analysis and practical needs.This paper summarizes the challenges of the application of cyber sovereignty in the international community,including the serious differences in the rationality of cyber sovereignty,the intensification of hegemonic acts in cyberspace by technological advantages,and the imperfect laws restricting the maintenance of cyber sovereignty.In view of the challenges and difficulties faced by cyber sovereignty in the international community,this paper puts forward the strategic choices to maintain and promote the practice of cyber sovereignty: building a community of shared destiny in cyberspace to strengthen sovereignty consensus,strengthening scientific and technological innovation to resist cyber hegemony as well as improving the legal system to protect sovereign interests.Combined with the development process of cyberspace and the changes of cyberspace governance,this paper combs the development context of cyberspace sovereignty,analyzes its historical necessity,and lays a foundation for the follow-up in-depth research.This paper examines cyber sovereignty from the perspective of connection,development and contradiction in Marxism,provides a new perspective for the theoretical research of cyber sovereignty,and has certain enlightenment and reference significance for promoting China’s leading global Internet Governance and promoting the reform of global Internet governance system...
