| With China’s national interests continuing to expand outward,challenges are increasing fiercely from the sea and external environment.In safeguarding China’s maritime rights and overseas interests.It’s the people’s navy duty to pay highly attention to the goal of building a world-class Navy and speed up the strategic pace of building a strong army.The key is to strengthen the construction of basic naval forces which is the main force of navy’s combat effectiveness.In the practice of naval construction,the ability and quality of grass-roots commanders directly determines the combat effectiveness of grass-roots forces.At the same time,the team of grass-roots commanders is also the priority reserve resource for medium-grade commander.However,the lack of quantifiable evaluation standards and assessment system for the ability andeffective horizontal and vertical comparison for the comprehensive quality of the Navy grass-roots officers,which restricts the improvement of the overall construction level of the Navy grass-roots officers to some degree.Moreover,there isnospecific evaluable standards in the selection,assessment,training and development quality and efficiency of Navy grass-roots officers.This paper intends to take the grass-roots chief officer of a naval base as an example,focus on the problems in the construction of the team of naval grass-roots chief officers,explores the construction of the competency model of grass-roots chief officers of the Navy,and analyse the application of competency model,which promote the improvement of the personal ability and overall team construction level of naval grass-roots chief officers and provide theoretical reference for the operation of the professionalization system of officers.The competency model of grass-roots naval officers is constructed by the following ways.To the beginning,the competency elements of grass-roots naval officers are extracted by literature analysis and important event interview in the process of constructing the competency model of grass-roots naval officers.Moreover,deep research is carried out by means of questionnaire survey and model verification and the combination of qualitative and quantitative analysis.This study not only enriches the research field of competency model,but also provides some practical exploration and theoretical basis for scientifically improving the quality and efficiency level of military human resource management.At the same time,it’s important reference value for optimizing the quality of grass-roots naval officers and improving the combat effectiveness of the Navy. |
