The public security organs of Yongzhou city include Yongzhou public security bureau and 12 county and district public security bureau.The main duties of the central work instructors of the public security organs are to coordinate the police work of the various police departments,such as drafting relevant Public Security documents of Yongzhou City,formulate public security prevention and control strategy,formulate a management system for public security forces,carry out the campaign to eliminate the criminal and evil,eliminate pornography and illegal publications,formulate public security reform,big data strategy and so on.The post of the central work instructor belongs to the temporary construction organization under special circumstances.The public security organ often neglects the cultivation of the ability of the central work instructors.But in fact,the central work instructor is responsible for the coordination of the various police departments,which is especially critical to the improvement of the work efficiency of the public security organs.Upgrading the competence of the central work instructors is crucial.This study adopts questionnaire survey method and factor analysis method to study the competence of the central work instructors of public security organ center in Yongzhou city.Firstly,the competency model of Yongzhou Public Security Organ is constructed by using empirical research method,and then the competency of Yongzhou Public Security Central work instructors is analyzed based on competency Model.The main conclusions are as follows: The Competency model constructed by research is based on onion model,which includes five dimensions: knowledge,skill,trait,motivation and self-concept.The knowledge dimension includes three factors: knowledge of public security business,knowledge of law and policy,and knowledge of social psychology.The skill dimension includes four factors: transaction processing ability,communication and coordination ability,learning and creating ability,and overall planning ability.The trait dimension includes four factors: professional ethics,attitude towards work and life,physical quality and psychological quality.The motivation dimension includes two factors: self-confidence and responsibility;The self-concept includes three factors: political literacy,values and confidential sense.The competency of the central work instructors in Yongzhou Public Security organs mainly includes insufficient understanding of the importance of competence,emphasis on knowledge and light of ability,lack of a long-term mechanism for the application of competence,and a lack of training mechanism for talent competence.The causes of the problems are the lack of attention to the analysis of the position of the central work instructors,the defects of the management system and mechanism,the lack of organizational guarantee and so on.Based on the competency model and the existing problems,this paper formulates the strategy of improving the competence of the central work instructors of Yongzhou Public Security Organ,including the establishment of a long-term mechanism for the application of competency model,the optimization of the allocation of human resources for competency construction,the optimization of the supporting system of competency construction,the establishment of the linkage mechanism of competency model application,and to perfect the guarantee mechanism of competency application,etc.
