Research On The Performance Development Level Of Provincial Government Portal Sites In China

In the Internet era,with the rapid development of information technology such as big data,cloud computing,and artificial intelligence,the digital transformation of governments around the world has become an inevitable trend.As an important platform and main content of digital governance,government portals play a crucial role in information dissemination,policy interpretation,service delivery,and response to society.Therefore,their performance level is an intuitive manifestation of the effectiveness of digital government construction,while provincial government portals are a benchmark for local government portals,and building provincial government portals well.It plays a leading and benchmarking role in the development of government websites at all levels in the region.Most of the existing research focuses on descriptive analysis and normative discussions on provincial government portals,while empirical analysis based on empirical materials is rare.There is a lack of in-depth discussion on the conditions and mechanisms underlying the formation of performance differences in government website construction.Based on the technology organization environment(TOE)framework,this study selects the comprehensive scores of provincial government portals in the 2022 China Government Website Performance Evaluation Report as the outcome variables,and selects technical service capabilities,technical infrastructure,organizational data resources,policy support,peer competitive pressure,and public demand as the conditional variables.A qualitative comparative analysis method using fuzzy sets is used.Using 31 provincial government portals as a sample and combining relevant theories of new public management,this paper studies the core and marginal factors that affect the performance of provincial government portals,as well as the corresponding relationship between the combination of different factors and conditions and the level of performance of provincial government portals.After comparing and analyzing the condition configurations,it is proposed that the performance driving paths of China’s provincial government portals are: data resource driven,technology driven,and technology organization balanced,and corresponding case studies are conducted.Based on the above analysis,this article draws three main conclusions.First,two important factors affecting provincial government portals have been identified,namely,technical management capabilities and organizational data resources;The second is to summarize a variety of factors that affect the performance level of provincial government portal websites;The third is to summarize the characteristics of the development of the performance level of Li Li provincial portal websites,and on this basis,propose countermeasures and suggestions.By revealing the linkage and matching effects among multiple factors that affect the performance of government portals,this article deepens the understanding of the driving path and mechanism of the performance level of provincial government portals,which helps to broaden the research perspective,promote the comprehensive improvement of government governance capabilities and achieve the modernization of government governance,and bring beneficial practical implications for the improvement of the performance level of government portals.
