Research On The Influence Factors Of Government Website Performance

Since the 21 st century,information technology has been more and more widely used in government public management.As an important means for the government to efficiently perform its duties,government websites have assumed important functions such as government information disclosure,online office and public participation.In May 2017,the latest document issued by the state office of the People’s Republic of China explicitly set the development goal of "building government websites into more comprehensive platforms for government affairs disclosure,more authoritative platforms for policy release and interpretation and public opinion guidance,and more timely platforms for responding to concerns and providing convenient services" by2020.However,on the whole,the development of government websites in China is still not in line with the modernization of national governance system and governance capacity,and the performance of government websites in different regions is quite different.In this context,it is of great practical significance to study the influencing factors of Chinese government website performance.This paper introduces the related concepts of government website and government website performance,as well as the related research results of domestic and foreign scholars on the influencing factors of government website performance.Based on the analysis of government innovation diffusion theory and its application at home and abroad,a model of influencing factors on government website performance is built,which explores the influencing factors on government website performance from four aspects: political norms,citizen pressure,economic competition and social learning.The 31 provincial government websites of 2010-2017 panel data,with the aid of statistical software to deal with the data analysis,from the national overall levelfirst,makes an empirical analysis using the linear model and distributed lag model,reaction factors affecting the performance of government websites and lag effect of the existence of various influencing factors from the eastern,central and western level again,respectively on the empirical analysis of regional factors affecting the performance of government web site for transverse comparison and analysis,thus fully reaction influence factors and influence degree differences between regions.Based on the data analysis results,the conclusion is that the national research results show that in terms of political norms,official education and official sources have a significant positive impact on the performance of government websites.In terms of public pressure,the proportion of netizens,education level and public demand have significant positive effects on the performance of government websites.In terms of economic competition,per capita GDP,financial resources,per capita FDI and geographical proximity have significant positive effects on government websites.In terms of social learning,information technology service income,Internet penetration rate,number of websites,proportion of urban population,aging population and international tourism income have significant positive effects on government website performance.Possible hysteresis effects for factors.Firstly,education level,financial resources,geographical proximity,information technology service income and urban population ratio have significant positive long-term effects on government website performance.Secondly,the degree of population aging has a significant positive impact on the performance of government websites in the current period,but a significant negative impact on the performance of government websites in the long-term.The key factors influencing the performance difference of government websites were discussed by region.The key factors in the east were education level,per capita GDP and Internet popularization.The key influencing factors in the middle are public demand,geographical proximity and international tourism income.The key influencing factors in western China are the proportion of netizens,financial resources and the number of websites.In view of the above research results,propose further reasonable countermeasures.Through this research,a systematic theoretical framework is established to explain the influencing factors of government website performance in an all-round way.Through the in-depth analysis of a large sample,this paper discusses the influencing factors and the lag effect of government website performance,and probes into the differences of influencing factors among regions and the possible lag effect,so as to provide reference for each region to improve the performance of government website.
