| The continuous development of economic globalization,regional integration,information sharing and other social trends make information and resources increasingly break through national boundaries and administrative boundaries,and the governance of social public affairs and the supply of public services become more complex and challenging.As a public manager,the government must respond to the challenges and seek a more effective way of social governance.In recent years,in order to cope with more intense international economic competition and meet the task requirements of high-quality transformation of domestic market economy,many urban agglomerations and metropolitan areas with strong development agglomeration effect were successively planned by the central government.As the carrier of regional economy and regional planning,they gradually become the important subject of regional coordinated development and the overall governance unit of government cooperative governance.In the course of continuous exploration,China has gradually formed a governance mechanism for effective cooperation among government bodies of urban agglomerations — inter-government joint meeting mechanism.The mechanism has achieved good governance effects through practice and has been widely applied among government bodies of urban agglomerations.For example,the Beijing-Tianjin-Hebei city cluster,the Yangtze River Delta urban agglomeration and the Pearl River Delta urban agglomeration all have inter-government joint conferences that have been running for many years.The inter-government joint meeting mechanism has become a common mechanism for inter-governmental cooperation in urban agglomerations,provided an operable and effective tool for inter-governmental cooperation,will become an effective mechanism for solving the dilemma of "fragmented" government governance and coordinating horizontal inter-governmental relationship in our country’s economic and social environment.In order to explore the operation process of the inter-governmental joint meeting mechanism of urban agglomerations and the internal mechanism of inter-governmental cooperation reflected by it,this paper takes the Middle reaches of Yangtze River urban agglomeration as an example to study the inter-governmental joint conference mechanism.This paper aims to deeply understand the development history and operation process of the inter-government joint conference mechanism of Middle reaches of Yangtze River urban agglomeration,explore the current situation in which the city governments of Middle reaches of Yangtze River urban agglomeration break through the boundaries of administrative regions,administrative levels and functional departments to carry out cooperation through the inter-government joint conference mechanism,and summarize the difficulties faced in the operation process.This paper tries to propose targeted optimization strategies from the aspects of governance concept,inter-governmental relations and institutional provisions,so as to provide useful references for the effective operation of the inter-governmental joint conference mechanism of Middle reaches of Yangtze River urban agglomeration and better inter-governmental cooperation.This study finds that horizontal inter-governmental cooperation will become the main mode of inter-governmental relations,and the inter-governmental joint conference mechanism of urban agglomerations will become an effective mechanism for regional governments of urban agglomerations to carry out "cross-administrative,cross-level and cross-departmental" cooperation.Compared with the Beijing-Tianjin-Hebei city cluster,the Yangtze River Delta urban agglomeration and the Pearl River Delta urban agglomeration,the Middle reaches of Yangtze River urban agglomeration started later.Although it has achieved some cooperation results in the operation process for many years,it still faces operational difficulties in such aspects as insufficient vertical guidance between governments,poor horizontal coordination,inadequate department integration,weak agreement constraints,and lack of supervision mechanism.Therefore,it is necessary to optimize strategies from the aspects of governance concept,inter-governmental relations,and institutional regulations.At the same time,it can be found that the vertical hierarchical relationship still plays a leading role in the coordination of Chinese inter-governmental relations.The inter-governmental cooperation between local governments needs longitudinal governance guidance,and the inter-governmental cooperation based on the inter-governmental joint meeting mechanism of urban agglomerations is a dynamic development process,which can gradually improve its cooperation mode and power allocation along with the adjustment of the central government’s strategic planning. |
