As far as China’s civil service system is concerned,grassroots public servants constitutes the basis of the national public servants group at the present stage due to their low level and large quantity.They are also the major performer of national policies,serve people at the front line,thus directly representing the image and affect the credibility of the government.Therefore,to improve the incentive mechanism of grassroots public servants is not only to meet the practical demand of their own development,but more importantly,to stimulate their working enthusiasm and promote their management capacity in public affairs,so as to secure the effective implementation of national policies and sound development of national social governance.Though the salary system for public servants based on both position and rank,which implemented since June 2019,symbolizes the exploration and maturity of the incentive system for public servants,it is undeniable that the current public servants incentive mechanism should be improved to secure the basic rights and stimulate enthusiasm.For this,the author takes the Administrative Examination and Approval Service Administration Bureau of L city as the object of investigation to explore the public servants incentive mechanism.This paper first introduces the research background,including the new changes and requirements for grassroots public servants generated through national administrative system reform in recent years,as well as their role towards the whole government,also involves the research review about the public servants incentive mechanism at home and abroad.Secondly,it interprets the public servants especially the grassroots part and illustrates the more mature and extensive incentive theory at present.The next part is about the basic situation of the Administrative Examination and Approval Bureau in L city,i.e.the object of this survey.Subsequently,this paper employs the method of questionnaire survey and gives a comprehensive result analysis from four aspects including salary and benefits,ranking promotion,assessment and accountability,training education.The conclusion can be obtained that there exists problems such as low salary,difficult ranking promotion,unscientific examination method,and less targeted training.Besides,the reasons behind has also been explored.All of these will do harm to the enthusiasm,efficiency and service quality of grassroots public servants.Finally,aiming to solve the problems analyzed above,a set of scientific and reasonable measures and suggestions for promoting the incentive mechanism of grassroots public servants are discussed.
