| The proposal of "Digital China" provides a new direction for the rural revitalization strategy in China.General Secretary Xi Jinping emphasized in the report of the 20 th National Congress of the Communist Party of China to "improve the social governance system of cobuilding,co-governance,and shared governance,and enhance the efficiency of social governance." Digital rural governance is an important means of social governance,which has a significant role in the stage of rural revitalization in China.Currently,the world is undergoing unprecedented changes.Modernizing the government governance system and governance capabilities is a critical step for China to become a socialist developed country.Grassroots governance is the cornerstone of national governance.Integrating digital technology into the rural governance community helps to build a new rural governance system,effectively improve grassroots governance,and is a key to the success of the digital China strategy in practice.Currently,the complex composition of rural society in China means that a single administrative force cannot solve the problems faced by rural development.With the development of science and technology,building a digital rural governance community has become the only way for China’s rural governance transformation.However,how to solve the "last mile" problem of building a digital rural governance community,how to promote the role of multi-subject collaborative governance under the leadership of grassroots party committees,and how to promote the coordinated efforts of various mechanisms such as rules and platforms are urgent issues that need to be addressed.At present,there are three main obstacles to building a digital rural governance community: insufficient digital literacy among personnel,inadequate capabilities of various governance subjects,and inadequate construction of digital rural governance platforms.To address these obstacles,the author proposes the following paths to build a digital rural governance community: first,we should create a talent pool for the digital rural governance community,accelerate the transformation of rural governance concepts,and consolidate the awareness of the digital rural community.Second,we should improve the governance capabilities of various subjects,embed digital technology into the service system,promote the transformation of the functions of township party committees and governments,and improve the effectiveness of social organization governance.Finally,we should improve the digital governance platform and optimize information sharing paths.Through these measures,it is hoped that a better digital rural governance community can be built to lay a solid foundation for the modernization of rural China. |
