Grassroots governance is the cornerstone of national governance.General Secretary Xi Jinping emphasized,"Community work is connected to thousands of households.We must give full play to the role of community grassroots party organizations as a battle fortress and lower the focus of work...." It can be seen that strengthening the party’s governance of the community Excellent leadership is an objective requirement for shifting the focus of social governance downward.In the process of community governance,Changbai County,Jilin Province has always adhered to and strengthened the leadership of the party,forming a new pattern of urban and rural grassroots governance led by the party organization with joint construction,governance and sharing,and handed over a "Changbai" answer sheet that the people are satisfied with.But from a practical point of view,there are still some problems to be solved urgently in the community governance of Changbai County.In the new era,how to further uphold and strengthen the party’s overall leadership is an important issue in promoting the modernization of community governance in Changbai County and the construction of grassroots party organizations.This article takes the urban and rural community governance of Changbai County as an entry point,studies the importance of the party’s leadership for community governance in the new era,points out the weak link in the current community governance,and constantly improves the basic social governance development system under the party’s leadership.Besides the introduction,there are four main chapters.Chapter One Introduction.It mainly expounds the significance of party leadership in urban and rural community governance in the new era,and fully affirms the important role of party building leadership in urban and rural community governance from the aspects of solving major social contradictions,adhering to the people-centered development idea,and promoting the modernization of grassroots governance capabilities.The second chapter is an overview of upholding and strengthening the party’s overall leadership on community governance.Interpret the relevant concepts of community governance,analyze the formation mechanism and function of the party’s community governance,point out the feasibility basis of community governance under the overall leadership of the party,and analyze Marx and Engels’ proletarian party theory and Xi Jinping’s theory of insisting that the party’s leadership over all work is in the Theoretical guidance in the community is elaborated.The third chapter is Changbai County’s successful experience of upholding and strengthening the party’s overall leadership of community governance and outstanding problems that need to be solved urgently.From the perspective of unswervingly adhering to the core position of the party’s leadership,supporting the party’s overall leadership with a sound community governance system,and consolidating the long-term mechanism of "not forgetting the original intention and keeping in mind the mission",how Changbai County can play the leading role of the party in social governance.At the same time,there are still problems in the modernization of the grassroots governance system and governance capabilities,mainly manifested in the urgent need to strengthen the fighting fortress of grassroots party organizations,the level of community service needs to be improved,the grassroots initiative spirit needs to be strengthened,and the coordination of social forces needs to be improved.This is the dilemma and challenge faced by the party’s overall leadership in urban and rural community governance in the new era,and it is also a problem that needs to be studied and solved in this paper.The fourth chapter is an important measure of Changbai County to uphold and strengthen the party’s overall leadership on community governance.Mainly starting from the problems,tentatively proposed to strengthen political construction as the primary task,to use the party’s ideological leadership to improve the level of community service,to use the party’s mass organizational power to advocate grassroots initiative spirit,and to use the party’s social appeal to promote the coordination of social forces Four parts,and draw conclusions from them: the leadership of the party is not only an all-round leadership based on the integration of various elements,but also provides a basic idea for solving the current dilemma of community diversified governance,and points out the direction for realizing the modernization of urban and rural community governance systems and governance capabilities.
