A Study On The Construction Of Rural Civilization Under The Background Of Rural Revitalization Strategy

The concept of "agriculture,rural areas,and farmers" is not only a production problem,but also a social problem.It is a unique concept in China and is related to everyone ’s interests.The 19 th National Congress of the Communist Party of China pointed out : ’Implement the strategy of rural revitalization and adhere to the priority development of agriculture and rural areas.Promoting rural revitalization is an inevitable requirement for building a modern socialist country.As one of the five requirements of the rural revitalization strategy,rural civilization is not only its element and goal,but also the soul of rural revitalization,and also an important measure of rural spiritual civilization construction.Strengthening the construction of rural civilization can enhance the development momentum of rural revitalization.Therefore,promoting the construction of rural civilization under the background of rural revitalization strategy has important theoretical and practical significance for accelerating the modernization of agriculture,rural areas and farmers.However,the construction of rural civilization in China is relatively weak in some aspects,and there are still some obstacles restricting rural development.The 20 th National Congress of the Communist Party of China put forward : ’Comprehensively promote rural revitalization,comprehensively promote rural revitalization,adhere to the priority development of agriculture and rural areas,consolidate and expand the achievements of poverty alleviation,accelerate the construction of a strong agricultural country,and promote the revitalization of rural industries,talents,culture,ecology and organization.We will consolidate the foundation of food security in an all-round way,firmly hold the red line of 1.8 billion mu of arable land,and ensure that the Chinese people ’s rice bowl is firmly in their hands.We must follow the strategic deployment of the 20 th National Congress of the Communist Party of China,take the construction of rural civilization as the starting point,and promote the high-quality development of rural revitalization.In order to enhance the effectiveness and pertinence of the research on the construction of rural civilization,based on the literature research and field research,based on the strategic background of rural revitalization,starting from the relevant theories of rural civilization,and aiming at creating a good social atmosphere in rural areas,this paper makes a case analysis of Z village in Wenxi County,Shanxi Province.Through on-the-spot investigation of the village and semi-structured interviews with villagers,this paper expounds the main measures and existing achievements of the construction of rural civilization in Z village in the aspects of party-masses integral management,intelligent medicinal material cultivation,custom-changing work,pension service,living environment improvement,etc.,and summarizes the experience of the construction of rural civilization in grasping the grass-roots party building,deepening the cooperation between counties and schools,improving the " one about five meetings " and gathering multiple forces,in order to provide reference for other villages.Through the analysis of the practical difficulties in the construction of rural civilization in Z village under the strategy of rural revitalization,it is explained that there are still some problems in the construction of rural civilization in this village,such as the improvement of farmers ’ ideological and moral quality,the incomplete governance of stereotypes and bad habits,the crisis of traditional cultural inheritance,the increasingly prominent phenomenon of rural hollowing out,and the gradual decline of rural collective relations.In view of these problems,it is analyzed that there are still some obstacles in the construction of rural civilization,such as insufficient construction of grass-roots organizations,low level of public cultural services,poor integration of tradition and modernity,unbalanced allocation of urban and rural resources,and gradual disintegration of rural acquaintance society.Trying to build a solid foundation for party building,increase government investment,inherit excellent culture,coordinate urban and rural development,promote the transformation of customs,and rectify the ecological environment,etc.,to clear the obstacles for the construction of rural civilization,so as to strengthen the construction of rural civilization,and promote the overall revitalization of Z village by casting the soul for rural revitalization.
