Research On The Realization Path Of Smart Pension Industry In China

Smart pension is an effective solution to China’s "silver crisis" in the new era,and has become a research hotspot of national and local governments.The policy texts related to the smart pension industry have been issued successively since 2017.On the whole,China has formed a relatively systematic and complete policy system for the smart pension industry,including the top-level design and supporting documents at the government level,demonstration projects at the social level and pilot projects at the enterprise level.In order to achieve the policy objectives,the government uses a variety of different policy tools,with multiple subjects involved.Different policy implementation lines have also been formed around the policy objectives.However,in terms of policy objectives,policy subjects and tools,there are overlapping,duplication and absence of such policies.Based on this,this paper makes a quantitative analysis of the policy text of the smart pension industry from the perspective of policy tools,sorts out the five policy realization paths formed by the current policy system of the smart pension industry around the policy goals,finds the existing problems in them and puts forward suggestions for improvement,which has strong theoretical and practical significance.Article to "policy objectives-policy tools-policy subject" as the technical path,through the establishment of "policy objectives,tools and main body" 3 d analysis framework,the collection of 24 current effective wisdom endowment industry policy sample data,analyzes the supply characteristics,explore the policy of congestion and omissions,put forward improvement countermeasures and Suggestions.Borrowing Nvivo such visual data tools,from the policy objectives,policy tools and policy subject three dimensions matching perspective,the policy tools in each goal study the distribution of the path,summarizes the proportion of the policy tools in the policy system,study the policy tools of organizational elements use distribution and preference characteristics.Made out of the "top-level design" "expand supply,extensive pratt & whitney" "innovation drive,fu can science and technology" "overall propulsion,demonstration lead","environment architecture",a total of five goal realization path,and found that the top-level design for insufficient,tool use preference,"weak intelligent",participate in the subject function,target is too concentrated.On this basis,this paper gives the top-level suggestions of improving the smart pension industry policy under the "tool-target-subject" group,so as to build the optimization path of the joint coordination of the smart pension industry policy subject,standardizing the target guidance and balancing the application of tools.
