Since entering the new era,in order to "establish a governance pattern of unified leadership of the Party organization,government performing its responsibilities in accordance with the law,active coordination of various organizations,and extensive participation of the masses",and to highlight the nature of CPC leadership in the structure of "one core and diversified" governance structure,the "party-state-society" research paradigm has been developed and aims to transform the political and system superiority of political parties into governance advantages.Based on the research frameworks of "social absorption by administration" and "service absorption by administration",this thesis proposes the explanatory framework of "social absorption by political parties",study the process of political mobilization and reorganization of primary society through elite absorption,institutional absorption,and political party recruitment by primary party organizations.The primary organization of the Party is the core subject of the effective realization of the Party building leading the primary social governance,the key to strengthening the building of grassroots Party organizations lies in people,against this,more and more prominent problems at the grassroots level,such as lack of governance capacity,"fewer people,more things" and difficult to retain talents,have become the dilemma of grassroots governance that needs to be solved.The key to a strong organization is to see the leader,and the construction of the leadership team of CPC primary organizations directly reflects the effectiveness of "party absorption".This thesis takes 22 village and community members of the party committee after the election in the city of Z as the research object,selects three aspects of absorbing quality,absorbing potential and absorbing vitality to establishes an index system to study the current situation of talent absorption in grassroots Party organizations after the current round of change of leadership,including the quality structure of the leadership,the reserve of talents,as well as the institutional environment and practical demands of grassroots talents.This thesis analyzes the problems existing in the talent absorption of the grassroots party organizations and analyzes the problems existing in the competitiveness,openness and the use of incentive tools,and finally puts forward the corresponding countermeasures.The study found that talent absorption of grassroots Party organizations in Z City showed weak competitiveness,low openness and single inefficiency of incentive tools.In this regard,this thesis proposed three measures: to improve the competitiveness of talent absorption to improve the quality,improve the openness of talent absorption to tap the potential,and strengthen the effectiveness of incentive tools to boost vitality for the comprehensive implementation of the general requirements of Party construction the new era and the Party’s organizational line in the new era,and to promote the modernization of urban and rural primary governance. |
