On The Basic Value Goals And Realization Mechanisms Of Our Country’s Grid-based Social Governance

As an important way of innovating grass-roots social governance in China,grid social governance has to a large extent enhanced the modernization level of national governance capacity.Compared with the traditional bureaucratic governance mode,the governance concept,governance technology and governance effect of the grid society have been greatly improved,and the operating mechanism is also fundamentally different.However,the rule of law,on the one hand,serves as the fundamental goal of the effectiveness of grid social governance,on the other hand,it has also become the fundamental guarantee of the effectiveness of grid social governance.The basic value goal of the construction of the rule of law in the governance of the grid society is a set of complex values that are rich in connotation,interrelated but have certain conflicts and therefore need to be integrated and balanced,which guarantees the continuous development,improvement and effective operation of the whole system on the track of the rule of law.The basic value of the construction of the rule of law in grid social governance is to guarantee the democratic autonomy and participation right of the grass-roots people.The core value is to protect rights and public interests,and to restrict power;The value of social quality is to realize social fairness and justice;The value of order is to ensure the stability,harmony,civilization and efficiency of social order;The structural value of governance is the collaborative governance of multiple subjects;The guarantee value of governance path is to realize the organic integration of autonomy,rule by law and rule by virtue.However,in the concrete practice of the construction of the rule of law in grid society governance,there are still many challenges.Mainly including,the value of the legal system appears larger deviation;Insufficient legal support.The countermeasures to deal with these challenges are to locate value reasonably and integrate the relationship between values.Perfect legislation,pay attention to the role of soft law;Constantly strengthen the cooperative governance of grass-roots social subjects,and constantly strengthen the construction of a law-based society.
