A Study On The Mechanism Of The Communist Youth League Organization Participating In Social Governance

The Third Plenary Session of the 18 th CPC Central Committee made social governance an important part of government functions,The report of the 19 th National Congress of the Communist Party of China proposed to strengthen and improve the modernization of the national governance system and capabilities,which fully demonstrates that my country is facing increasingly prominent social governance contradictions.The high attention shown by the problem.The Communist Youth League,as the group organization that has the closest connection with the young people,shoulders the important responsibility and mission entrusted by the party and is an important force in carrying out social governance work.In this era,how to improve the Communist Youth League’s participation in social governance mechanism so that it can better serve social development and enhance public management capabilities is a subject that should be fully considered.Based on public governance theory,government failure theory and new public service theory,this paper divides the mechanisms of the Communist Youth League’s participation in social governance into four types,namely,collaborative mechanism,dynamic incentive mechanism,information sharing mechanism and support guarantee mechanism.In terms of methods,this paper takes the Communist Youth League organization in H Area as an example and expounds the status quo of the four mechanisms combined with the actual situation.Then it collects information through questionnaire and interview and analyzes the feedback results.H region of the communist youth league to participate in social governance mechanisms exist four function service youth weakening,less comprehensive linkage with other departments,group belongs to the development of social organization is not sound,motivate cadres lack clerkstarts,promote the active participation of member youth small trick,information communication channel is not smooth,group belongs to the new media positions leading ability is weak,Leaders pay insufficient attention to the lack of adequate financial support and other problems,and analyze the causes of the problems.Based on the above research results and my own work experience,From strengthening the construction of service-oriented delegations,close communication and cooperation among departments,cultivating hub group belongs to the social organization of excitation,cadres work enthusiasm,promote youth participation enthusiasm,set up modern information sharing platform,constructs,belong to the new media positions,improve the working mechanism of CPC group building,widen the channels to raise funds in four aspects such as the improvement of the mechanism proposed targeted The countermeasures and suggestions hope to provide reference for the future communist Youth League organization to carry out social governance work.
