Research On The Issues Of Communist Youth League Organizations Participating In Grassroots Social Governance Under The Background Of Group Reform

In the report to the 19 th CPC National Congress of the CPC,it clearly pointed out that we need to pay attention to social governance and the need to modernize national governance capacity and system.In this process,the participation of every national subject and shoulder important responsibilities.At the Fourth Plenary Session of the 19 th CPC Central Committee,it was clearly pointed out that to create a new pattern of grass-roots social governance,it is necessary to mobilize the forces of the government,society and residents to form a benign system from governance to adjustment to self-governance,so as to consolidate the foundation of grass-roots social treatment and increase the channels for residents to participate in social governance.This also points out the direction for mass organizations to actively participate in grass-roots social governance.Together As the Party’s right-hand man and the loyal reserve army,the Youth League has closely united the young people in the cause of the Party for more than 90 years,and has truly become a firm bridge and link between the Party and the young people.Under the background of mass reform,how the Communist Youth League organizations play their more role to face difficulties,how to change their work style actively,increase the vitality of social development,and assume the responsibility of the reform of national governance capacity and system modernization has become a historical proposition for the development of grassroots social governance.Based on the theory of corporatism,collaborative governance,and new public services,this paper mainly adopts literature research,interviews,case exploration and other methods,and analyzes the basic definitions of the Communist Youth League organization,group reform and grass-roots social governance.The Communist Youth League organization of Zhanhua District of Binzhou City was selected as a typical discussion to analyze the practice of the Communist Youth League organization in the grass-roots social governance,and to explore its practical effect on this basis.In the study,it was found that the Communist Youth League organization of Zhanhua District has the following problems in the process of participating in grassroots social governance: first,the breadth of participation in grass-roots social governance is not enough;the second,the depth of participating in grass-roots social governance is not enough;Third,its lack of a certain professional ability.The main reasons for these problems are that the Communist Youth League organizations lack a solid foundation in the field of grassroots social governance,lack of innovation in service ability and weak awareness of youth participation.In order to enhance the participation and governance of the Communist Youth League in the field of grassroots social governance,the countermeasures to enhance the effect: one is to develop the leadership to improve coverage to enhance the strength of the organization by strengthening resource integration,strengthening volunteer service and improving service level Working mechanism.
