A Study On The Supply Of Public Policies To Promote The Development Of County Specific Agricultural Industry

One of the most critical strategies proposed in The 19 th National Congress of the Communist Party of China is to realize the modernization in the agriculture and rural areas and give the priority of their development.In 2018,with the promulgation of the Opinions of the CPC Central Committee and the State Council on the Implementation of the Rural Revitalization Strategy,a comprehensive work deployment of the rural revitalization strategy was made by the country,and the characteristic agricultural industry is an important measure to follow the new agricultural development tendency,cultivate a new local economic development goal and promote the implementation of the rural revitalization strategy.In the context of the implementation of the rural revitalization strategy,studying the supply of public policies to promote the development of agricultural industries with county characteristics can not only be conducive to promoting the all-round rural revitalization,but also conform to the development needs of the new era of socialism with Chinese characteristics.It is of great significance to accelerate the realization of agricultural modernization,industrialization and clustering.As a county under the jurisdiction of Qinhuangdao City,Hebei Province,Lulong County has a tradition of growing sweet potatoes in the local area for a long time.In recent years,the Lulong County government has relied on the advantages of local resources,focusing on adjusting the structure of the agricultural industry,and vigorously developing the characteristic agricultural industry with the sweet potato planting industry as the mainstay,which has driven a large number of local poor households out of poverty,effectively promoted rural revitalization,and embarked on a path of agricultural industry development with local characteristics.From the perspective of county-level government,this study takes the sweet potato planting and processing industry in Lulong County as a case,and uses the literature method,field investigation method,case analysis method and other methods to analyze the background and significance of this study,and to introduce the concepts of characteristic agricultural industry and public policy firstly.Secondly,combine with the actual research and the first-hand data mastered,analyze the current situation of the development of the sweet potato industry in Lulong County and the supply of public policies,the author affirms the achievements of the policy supply,and summarizes the main problems in the current existing in promoting the development of the sweet potato industry in the aspect in public policy supply of Lulong County,such as the scientific rationality of industrial planning needs to be improved,the publicity and guidance ability is insufficient,and the supervision needs to be enhanced.According to the experience and data analysis of domestic characteristic agricultural area development,the author in view of the problems existing in the supply of public policies in Lulong County,sum up the experience and enlightenment of promoting the policy supply in characteristic agricultural area development in county.Finally,conclude extended countermeasures and suggestions on promoting the supply of public policies for the development of the county’s characteristic agricultural industry,such as highlighting overall planning,enhancing publicity and guidance,deepening policy support,building a solid interest connection between multiple subjects,coordinating resources,strengthening rewards and support,and reinforcing the construction of positive and negative functions on control,which in order to provide a reference to the supply of public policies to accelerate the characteristic agricultural industry development and promote a high-quality development of the county-level characteristic agricultural industry.
