China is a big agricultural country,and the grass-roots civil servants,as the direct policy implementers in the grass-roots governance in China,are also the main implementers of the grass-roots political power.They are also one of the more numerous civil servants in our country at present,their working attitude and working ability are directly related to the stability of our government’s governance at the grass-roots level,and also related to the implementation of various policies of the grass-roots government in the front-line mass communication and implementation.Performance Management of grass-roots civil servants,as one of the important methods to manage grass-roots civil servants,guides grass-roots governments to achieve strategic goals.Performance management is a circular process,and the implementation of performance plan,performance monitoring,performance evaluation and performance communication feedback are important parts of performance management.At the same time,it also ensures the working efficiency and results of grass-roots civil servants,and ensures the achievement of the desired goals of the government’s grass-roots organizations.The grass-roots government can only continuously improve the performance management level of grass-roots civil servants,only then can guarantee the government organization’s strategic goal to take root and sprout quickly in the basic unit governance.At present,the management level of each grass-roots government in our country is quite different,and the characteristics of each urban area are not completely identical,and are affected by various factors,there are still some deficiencies in the actual implementation of performance management of civil servants at the grass-roots level in our country.It does not give full play to the function of evaluating and educating people,and at the same time it weakens the working enthusiasm of some civil servants at the grass-roots level,the occurrence of these situations easily to the government and the public to establish a good trust between the adverse impact,not conducive to the work of government organizations at the grass-roots level.This thesis mainly takes the performance management of the grass-roots civil servants in Chenghua district of Chengdu City of Sichuan Province as the research object,on the basis of analyzing the relevant theoretical knowledge of performance management,through questionnaire survey and data collection,etc.,to investigate and study the concrete implementation of performance management of grass-roots civil servants in Chenghua district,Chengdu City,Sichuan Province,and to sort out the current situation of performance management of grass-roots civil servants in Chenghua District,at present,there are some problems in the performance management of grass-roots civil servants in Chenghua district,such as weak consciousness of performance management and little effect of evaluation feedback.On this basis,this thesis analyzed the causes of the problem,and at the same time put forward targeted suggestions to improve the performance management of civil servants at the grass-roots level in Chenghua district.I hope these suggestions put forward in this paper,to establish effective grass-roots civil service performance management has a certain role in the future to promote the government’s grass-roots governance has a certain help,can play a role in Tossing out a brick to get a jade gem. |
