In government agency,the tax bureau is necessary and important.Many years ago,our leader claimed to build a service-oriented government.Later,building a modern government gets attention too.State Administration of Taxation developed a "digital personnel" system as a representative of the tax officer personnel management and performance appraisal information system.It carried out the personal performance appraisal work combining the usual appraisal and the recognized appraisal.Remarkable achievements have been made in performance management.Grass-roots civil servants are working in the front line of tax collection and management,and serving taxpayers directly.Personal performance appraisal of grassroots civil servants in the tax bureau of Y District are selected as the research objects in this paper.It is typical and representative in the tax system,and has important significance.First,a study in the assessment theory is conducted.It analyses and compares many performance appraisal methods to provide theoretical support for the development of the research.Subsequently,related books and articles are researched.Real case is analyzed.Survey and interview are used also.It presents the current methods and status quo of assessment method in Y district tax bureau.Based on the real assessment results and survey results,this paper analyzes the data,finds out the problems existing in the current performance appraisal,and analyzes the reasons.The solutions are given to improve the personal performance appraisal of grass-roots tax staff in Y district tax bureau.In the case of the original assessment framework basically unchanged,the original performance appraisal system is improved by the means of improving performance indicators and scoring methods.Quantitative index setting and objective data support are added.The corresponding improvement suggestions and supporting measures for the operation process of performance management and assessment are put forward too.This paper has six sections.In the first one,not only the background and significance of this research,the status of civil servant performance appraisal,but also the development of it in tax system,research ideas and methods are introduced.The second chapter describes the main theories and methods related to the performance appraisal of grass-roots tax civil servants.The third chapter describes the current situation of performance appraisal of Y district tax bureau from four aspects: appraisal tools,appraisal methods,result examples and survey interviews,organizes and analyzes the appraisal data and survey data.In the fourth chapter,based on the current situation,we find out the problems and analyze the reasons.The fifth chapter gives solutions to improve the performance appraisal of the grass-roots staff in Y district tax bureau.The sixth chapter is the conclusion.This paper has reference value for Y district tax bureau to continuously improve the performance appraisal of grass-roots tax staff,and has reference significance for other tax bureaus to carry out the performance appraisal.
