Research On The Effect And Improvement Path Of Industrial Poverty Alleviation Policy In J County Of Fujian Province

At present,China’s 13 th five year plan has been successfully completed,the historic problem of absolute poverty has been solved,the first Centennial goal has been achieved,and the 14 th five year plan has been fully opened.Rural Revitalization and the three rural issues have entered the stage of consolidating the achievements of poverty alleviation and continuing to promote the development of poverty alleviation areas and the all-round revitalization of rural areas.Whether it is the stage of poverty alleviation or promoting the effective connection between poverty alleviation and rural revitalization,industrial poverty alleviation is the key.The traditional social security is only in the form of providing subsidies to ensure the basic life of low-income or non-income people,but can not essentially solve the poverty problem of poor households.Different from the traditional way,industrial poverty alleviation transforms the traditional poverty alleviation way of "giving fish" into "hematopoietic" poverty alleviation way of "giving fish" by driving the employment of poor households and changing the production and life style of poor people.In recent years,local governments across the country have continuously promoted industrial Poverty Alleviation Policies.In the process of policy implementation,some regions have achieved remarkable results,but some regions also have problems such as industrial homogenization,insufficient endogenous driving force of poverty-stricken households and low efficiency of industrial poverty alleviation.These successful or failed case experiences have important reference significance for the implementation of industrial poverty alleviation in rural areas of China.Based on policy function theory,policy innovation theory,policy diffusion theory and poverty vicious circle theory,this paper aims to summarize and analyze the existing practical problems through the research on industrial poverty alleviation in J county.At the same time,it analyzes from multiple angles,finds out its shortcomings,and puts forward improvement suggestions for the existing problems,so as to expand the further research in the field of industrial poverty alleviation.This paper is divided into six parts.The first part mainly introduces the research background and significance of industrial poverty alleviation.The second part introduces the relevant theoretical basis of industrial poverty alleviation at home and abroad,and clarifies the relevant concepts.The third part mainly expounds the current situation of the effect operation mechanism of industrial poverty alleviation policy in J County,Fujian Province,describes the basic situation of J county from many aspects,and then summarizes the specific contents and achievements of industrial poverty alleviation in J county.The fourth part introduces the policy weaknesses and their causes in the industrial poverty alleviation work,and summarizes the prominent problems.The fifth part puts forward the optimization path to optimize the effect of industrial poverty alleviation policy.The sixth part is the conclusion and prospect,which summarizes the problems and countermeasures discussed in the full text.This paper mainly studies the industrial poverty alleviation work in J County,Fujian Province,hoping to further explore and improve the path of industrial poverty alleviation.
