Study On The Effect Of The Policy Of Relocation Of Poverty Alleviation In Songtao County

In the centenary of the founding of the Communist Party of China,the fight to against poverty is fully victorious.Following the current standards,98.99 million rural poor people have been lifted out of poverty,832 poor counties have all been removed,and 128,000 poor villages have all been moved out of the list of poverty.The overall regional poverty has been initially solved,and the arduous task of eradicating absolute poverty has been completed,Chinese people created another miracle in the annals of history!In the great practice of poverty eradication and poverty alleviation,the relocation of poverty is a major strategic measure to fundamentally crack the situation that "The unique features of the local environment cannot raise its inhabitants." According to the requirements of the 《National Thirteenth Five-Year Plan for Poverty Alleviation and Relocation》,the poverty eradication of China has entered a stage of comprehensive tackling.It is a decisive stage for all Chinese people to share the dividends of reform and building a moderately prosperous society in all respects.It is also the key period for the decisive victory of poverty alleviation and relocation.Songtao,Miao Autonomous in Guizhou Province is a deeply impoverished county with the characteristics of mountainous areas and ethnic regions.Through the joint efforts of the people of all ethnic groups in the county,poverty alleviation has been comprehensive achieved.In March 2020,Songtao,Miao Autonomous reached the national poverty-stricken county,exited the standard of poverty and successfully removed the "poor county" label.This achievement is closely associated to the poverty alleviation and relocation.After Songtao withdrawing from the poverty-stricken counties sequence,poverty alleviation and relocation work has entered a new stage of "stability,prosperity,and development".As an important part of Songtao’s poverty alleviation,the summary of the work of poverty alleviation and relocation,especially the multi-dimensional evaluation and research one the implementation effects of the policy for poverty alleviation and relocation,has important practical research significance and practical urgency for consolidating and expanding Songtao’s poverty alleviation results and ultimately realizing rural revitalization.This paper uses the research methods which combining the qualitative and quantitative and bases on two dimensions: one is the government level,which means the goal dimension of government policy and the other is the masses dimension,that the relocation poverty alleviation to carry out an empirical study on the implementation effects of the policy for poverty alleviation in Songtao.The main content of this article includes the following parts:The first part is the introduction which respectively introducing the research background,ideas and research methods of this paper,combing the relevant research literature domestic and overseas in order to lay a solid literature foundation for the research of this topic;The second part is the conceptual understanding and theoretical basis which comprehensively defines the core concepts such as poverty alleviation and relocation,and lays a conceptual foundation for the research of this topic;at the same time,according to the research theme and literature review,finds the relevant theoretical support for the research of this topic,and lays the theoretical foundation for the topic;The third part is the analysis of the current situation of the implementation of the policy for poverty alleviation and relocation in Songtao.Through sorting out the relevant policies for poverty alleviation and relocation at the national level and Guizhou province level,as well as the implementation measures of the poverty alleviation and relocation policy and promoting the implementation process in Songtao,it comprehensively reflects the implementation status of the poverty alleviation and relocation policy in Songtao;The fourth part is an empirical analysis of the implementation effect of the policy for poverty alleviation in Songtao.Using the DEA method and the combination of AHP-FCE method respectively,through the two dimensions which are macro-government level and the micro-masses level,carries out an empirical analysis of the implementation effect of Songtao ’s policy for poverty alleviation and relocation;The fifth part is the policy implementation deviations and reasons analysis.Basing on the empirical research on the effect of policy implementation,sums up the deviations in the implementation of the policy for poverty alleviation and relocation in Songtao,and conducts an depth analysis of the reasons for the deviation in policy implementation;The sixth part is countermeasures and suggestions.Basing on the analysis of the current situation,effects,deviations and reasons of Songtao ’s policy for poverty alleviation and relocation,put forward countermeasures and suggestions to consolidate and expand the implementation effect of policy for poverty alleviation and relocation:to make targeted and operable countermeasures mainly from the macro-government level and the micro-mass level.
