| The Fifth Plenary Session of the 19 th CPC Central Committee put forward that "to realize the benign interaction between government governance and social regulation and residents’ autonomy,and to build a community of social governance in which everyone is responsible,everyone does his or her part,and everyone enjoys it",urban communities,as the focus of grassroots governance,have gradually revealed various problems in the construction of community governance communities nationwide,and exploring the urban It is of key significance to explore the construction path of community governance community.This paper summarizes and composes the theories of social governance,gives a comprehensive overview of the practice of community governance community construction,studies and analyzes the dilemmas and problems faced by community governance community construction,and focuses on the path of building community governance community in Qinhuangdao City.By summarizing the relevant discourses and important assertions of social governance,the theoretical sources of community governance community construction are explained,and modern value inspirations on social governance community construction are obtained from the theories and approaches of community governance since the founding of the nation,providing ideological guidance for the construction of community governance community in urban communities.Based on the analysis of the current situation of the construction of urban community governance community in Qinhuangdao,it is clear that there are still certain practical dilemmas in the actual construction of Qinhuangdao social governance community.The construction of community governance community in the new era still faces serious challenges due to the deviations in the value orientation of community governance subjects,the difficulty of coordinating governance work independently among subjects,the lack of sound institutional mechanisms for exposing governance,and the need to improve governance capacity,etc.At the same time,Qinhuangdao City provides a certain boost to the construction of urban community governance community in China with its own community governance.On the basis of grasping the positioning of Qinhuangdao city and the current situation of community governance community construction,this paper constructs a three-dimensional analysis framework for community governance community construction from four perspectives: concept community,behavior community,service community and responsibility community,explores the construction mechanism and operation status of community governance community,and clarifies the pluralistic relationship of community governance subjects.This paper analyzes the practical exploration experience of community governance community construction in Qinhuangdao City,analyzes the realistic basis of community governance community construction,and pays special attention to the construction content of socialist social governance community with Chinese characteristics in the new era,in order to provide practical guidance for the construction of urban community governance community. |
