Realistic Dilemma And Optimization Path Of Microgovernance In Bengbu City

Community governance is the foundation of social governance and the cornerstone of national governance.The report of the 19 th National Congress of the Communist Party of China points out that the main contradictions in our society have changed,and traditional community governance can no longer meet the new demands of the people for community governance in the new period.As a new thinking and way of governance,community micro-governance provides a new paradigm for urban and rural community governance in our country in terms of making up for the deficiency of the traditional community governance model and better meeting the diverse needs of the people.Taking the typical H street community micro-governance practice in Bengbu city as an example,this paper comprehensively uses literature analysis,questionnaire survey,field interview and other research methods to analyze the experience and practice of H street community micro-governance in urban communities in detail,summarizes the effectiveness of H street community micro-governance in this mode,and analyzes the results of questionnaire survey and interview.This paper points out the realistic dilemma of Bengbu urban community micro-governance practice,analyzes the causes of the problems,and puts forward the optimization path of Bengbu urban community micro-governance.Specifically,this paper mainly carries out research in accordance with the basic ideas of raising problems,analyzing problems and solving problems.First of all,this paper sorts out and analyzes the research results on community governance and community micro-governance at home and abroad to clarify the research ideas and methods.At the same time,based on the relevant information obtained from the questionnaire survey and field interview of Bengbu Street H,this paper elaborates the main measures and achievements of this street in the practice of community micro-governance in detail.Secondly,based on the statistical analysis of questionnaire survey and field interview results,it is found that it is faced with the following difficulties in community micro-governance: the operation mechanism of community micro-governance needs to be improved,the role of various governance subjects is not played well,the governance methods and means are single,and the ability to safeguard community resources is weak.In order to help Bengbu city solve the practical dilemma in the practice of urban community micro-governance and promote the continuous development and improvement of urban community micro-governance,this paper analyzes the causes of the above difficulties in detail,which mainly include the insufficient leading role of Party organizations,the unclear rights and responsibilities of governance subjects,the lack of innovation of main governance measures and the lack of guarantee of human,financial and property resources in the community.Finally,based on the experience of the voluntary service model of "community housekeeper" in Hongqiao District of Tianjin and the domestic advanced community micro-governance model oriented on resident satisfaction in Gulou District of Nanjing,this paper puts forward the optimization path of Bengbu urban community micro-governance: Strengthen the guiding role of Party organizations in micro-governance,build a multi-subject co-governance pattern with clear rights and responsibilities,explore new ways of micro-governance in urban communities according to local conditions,and strengthen the capacity building of community human resources and capital security.
