China is an agricultural country with a long history of farming,and agriculture has always been essential to consolidating the capital and ensuring the well-being of the people.The basic problem of modern Chinese society is the peasant problem,and the peasant problem is the land problem fundamentally.From the New Democratic Revolution to the founding of New China,the Communist Party of China has been committed to solving farmers’ land problems.Taking the land policy of the Communist Party of China during the Anti-Japanese War as the entry point,this paper deeply studies the implementation process of the policy of rent reduction and interest reduction,and explores its influence on the change of social order,social and economic development in the rural areas of the base areas,as well as the formation of the anti-Japanese national united front,so as to provide certain historical reference for the development of rural society in China at present.The rent and interest reduction policy of the Communist Party of China during the Anti-Japanese War was different from the land policies in other periods.It had the dual nature of revolution and reform,allowing landlords to cut rent and interest while farmers to pay rent and interest.Although this policy did not completely solve the land problem,it still shook the feudal rule in the countryside and changed the original unreasonable rural social order in the base areas.First of all,it weakened the feudal economic relations in rural areas,and the land occupied by farmers increased continuously,which greatly changed the unreasonable land right relations,tenancy relations and lending relations in rural areas,and further promoted the change of the class structure in rural areas.The former pattern of rural polarization gradually changed to the pattern of "small at both ends,large in the middle",and the class structure tended to be stable.It provides the economic foundation and class foundation for the rural social governance in the base areas.Secondly,changes in rural economic relations also affect social and political developments.The policy of rent reduction and interest reduction has improved the political and economic status of peasants in the countryside and increased their enthusiasm for political participation.The establishment of rural grass-roots organizations with peasant associations as the core has improved the degree of social organization.The establishment of the three-three-system regime and the reform of the rural grass-roots regime have broken the old rural power system framework.In a word,the implementation of the policy of rent reduction and interest reduction is of great significance to the victory of the War of Resistance against Japan.It enhances the enthusiasm of farmers in production and promotes the development of production in the anti-Japanese base areas.The formation of a cooperative mechanism among all strata with the resistance at its core expanded and consolidated the anti-Japanese United front and laid the economic,political and mass foundation for the victory of the war.In addition,the rent and interest reduction campaign of the Communist Party of China also made the reconstruction and integration of rural social order,established a new rural order,realized the effective penetration and control of rural society by the state,and promoted the effective governance of the base areas.At the same time,the policy of rent and interest reduction implemented by the Communist Party of China in this period and the changes in social order brought by it also laid the foundation and created conditions for the development of rural China in the second half of the 20 th century,and provided beneficial reference for the construction of harmonious and orderly rural social order and the implementation of effective rural governance in the new period.
