Research On The Dilemma And Countermeasures Of Postal Express Industry In Serving Rural Revitalizatio

The Opinions of the CPC Central Committee and the State Council on Implementing the Rural Revitalization Strategy,released in January 2018,officially put forward the great significance of implementing the strategy.Developing the postal and express delivery industry is an important means and starting point to implement the strategy.In recent years,with the promotion of the Internet plus express delivery project,the postal express delivery industry has developed rapidly in rural areas,providing new driving force for rural revitalization.As one of the first "China Express Demonstration Cities" in China,Qingdao has achieved good results in serving the rural development in the postal express industry,but it is also faced with many difficulties,which to some extent restricts the effect of the rural revitalization strategy.Therefore,it is of great significance to explore the difficulties and countermeasures of postal express industry in serving the rural revitalization.Based on an in-depth explanation of the concept of postal express industry and rural revitalization,combined with the theories of new public service and collaborative governance,this thesis studies and analyzes the current situation of postal express industry serving rural revitalization in Qingdao.Questionnaire survey was conducted either face to face or on telephone with 146 rural express terminal outlets in Qingdao,and interviews were conducted with the leaders of 11 major brand express enterprises such as Post,SF Express and Jingdong.The predicament and reasons of the postal express service to support the rural revitalization in Qingdao were summarized.It is found that the postal express industry in Qingdao is faced with the dilemma of insufficient policy support,poor integration of joint distribution resources and low service quality in rural areas.The reasons for these difficulties are as follows: government departments do not pay enough attention;the implementation of the spirit of "delegating control and service" is not in place;the scale development of e-commerce platforms is not appropriate;the construction of rural delivery and logistics system is weak;the competent departments supervision is insufficient;and the quality of employees is uneven.Based on the analysis of the existing difficulties and their causes,combined with the beneficial experience of Meishan City and Dezhou City in the service of rural revitalization,the thesis puts forward countermeasures and suggestions to strengthen policy guidance,increase the "regulation and service" and financial support,strengthen infrastructure construction,promote win-win cooperation among platform enterprises,improve management system,and enhance the standardization level of rural terminals.These measures are intended to speed up the pace of Qingdao postal express industry to improve the quality and efficiency,and better serve the overall situation of social and economic development.
