Research On The Problems And Countermeasures Of Express Delivery Industry Supervision ——Taking The Postal Administration Of Z City As An Example

With the rapid development of e-commerce in recent years,my country’s express delivery industry is increasingly demanding,and people’s attention to the entire express delivery industry is also increasing.In 2019,the total business volume of express delivery service companies across the country totaled 63.52 billion pieces,a year-on-year increase of 25.3%;business revenue totaled 749.78 billion yuan,a year-on-year increase of 24.2%.At the same time as the industry is developing rapidly,its industry regulatory issues are becoming increasingly prominent.In particular,prefecture-level postal administration departments are responsible for most of the front-line supervision tasks of the express delivery industry in my country.Problems such as imperfect organizational structure,insufficient supervisory personnel,and inadequate supervision facilities and equipment restrict industry supervision and are not conducive to the healthy and orderly development of the express delivery industry.Therefore,it is particularly necessary to study the supervision problems of prefecture-level express delivery industry.This article introduces the development status and characteristics of the express delivery industry in Z city from the perspective of the Z city post management department,adopts quantitative research,literature research,survey interviews and other methods,and sorts out the Z city express delivery from the two major aspects of regulatory body and regulatory content Industry supervision status.In terms of the main body of supervision,it mainly sorted out the internal institutions,responsibilities,supervisors and supervisory facilities and equipment of the postal administration department of Z City.In terms of regulatory content,it mainly sorted out three aspects of market access,daily operations and industry safety supervision.Based on a large number of field investigations and visits,this paper analyzes the problems of the Z city’s express delivery industry supervision in five aspects: first,the regulatory agency is imperfect;second,the supervisory power is weak;third,the supervision of the material supply is insufficient;fourth,the supervision method is single;fifth Industry pressure is greater.Through further analysis,the author found that the main reasons for the problems in the supervision of the express delivery industry in City Z are: first,the unreasonable regulatory mechanism;second,the limited administrative resources;third,the lack of advanced regulatory technical support;fourth,social supervision and industry self-regulation system Not yet formed.By analyzing the causes of Z city’s express delivery industry supervision problems,it finally put forward four countermeasures and suggestions in a targeted manner: one is to improve the regulatory agency system,including the establishment of county-level regulatory agencies and the city’s postal industry security center;the second is to actively strive for administrative resources,Including the use of local manpower and material resources,and actively strive for local financial support;three is to improve the level of scientific and technological supervision,including accelerating the promotion of information construction,fully integrate and use information resources;fourth,to play the role of industry self-discipline and social supervision.These countermeasures and suggestions provide countermeasures for optimizing the supervision of the express delivery industry in City Z,and have certain practical significance.At the same time,they also provide certain theoretical support for further improving the municipal postal management system.
