Research On Industrial Policy Optimization For High-quality Development Of Manufacturing Industry In Tengzhou Cit

At present,the global economy is facing unprecedented challenges,and the international division of labor is quietly changing.The real economy based on manufacturing has attracted attention both domestically and internationally.The report of the 20 th National Congress of the Communist Party of China pointed out that the main focus should be on promoting high-quality development,focusing on major national strategies and policy guidance,establishing a sound modern industrial system,and accelerating the integration and development of manufacturing,high-tech industries,and the new generation of information technology.At this stage,China’s economy has shifted from high-speed growth to high-quality development.As a pillar industry of the national economy,manufacturing is the original driving force for industrialization and modernization,while high-quality development of manufacturing in county cities is a crucial and important part of the implementation of the national strategic deployment of "Made in China 2025".Tengzhou City,as one of the top 100 counties in China,has a strong industrial foundation and a complete range of industries.It has been selected as one of the first batch of typical cases of high-quality development of county(industrial)economy in Shandong Province,and its manufacturing development has strong representativeness.Based on the actual development of Tengzhou manufacturing industry,this paper defines the concepts related to high-quality development of manufacturing industry and industrial policy by using market failure theory,policy tool theory,especially national and local industrial policies.At the same time,a series of industrial policy measures formulated and implemented by Tengzhou City in promoting high-quality development of the manufacturing industry were systematically analyzed through literature analysis,case analysis,questionnaire survey and other methods.Research has found that the low-end and homogenization phenomenon of the manufacturing industry in Tengzhou City is relatively serious.The current industrial policies also generally have problems such as inadequate policy system,poor policy linkage,inadequate policy implementation,and imperfect factor protection.In response to these issues,this article analyzes and draws on the development experience of three famous national top 100 industrial counties,Kunshan,Jinjiang,and Cixi,and combines the actual development of Tengzhou’s manufacturing industry to propose several suggestions for optimizing Tengzhou’s manufacturing industry policies.That is,under the premise of respecting market operation laws,scientifically formulate intelligent,green,and branded industrial plans,and further improve the high-quality development policy system;Strengthen the combination of policy tools,form a continuously enhancing policy synergy,and accelerate the integration and development of industries;Focusing on the innovation needs of enterprise entities,strengthening the full process supervision and operational evaluation of policies,and promoting the precise implementation of Tengzhou’s manufacturing industry policies;Emphasize the optimization and allocation of resource elements,enhance the guarantee role of land,capital,talent and other elements,and continuously empower Tengzhou’s manufacturing industry to achieve high-end,intelligent,integrated,and green high-quality development.
