Research On Government Responsibility Of High Quality Development Of Rural Pension Service In Tengzhou City Of Shandong Province

The high-quality development of rural elderly care services is not only an inevitable choice for the transformation of social contradictions in the new era,but also a requirement for building a socialist modern power in an all-round way.At the 20th National Congress of the CPC,it was proposed to accelerate the construction of a new development pattern and focus on promoting high-quality development.The Fifth Plenary Session of the 19th CPC Central Committee pointed out that the theme of economic and social development during the"Fourteenth Five Year Plan" period should be to promote high-quality development,and the"Fourteenth Five Year Plan" National Plan for the Development of the Aged Cause and the Elderly Care Service System "proposed to create a new pattern of high-quality development of elderly care services in China.As an important part of China’s social security system,rural elderly care service is an indispensable part of the high-quality social security system.At the same time,the high-quality development of rural elderly care service is a necessary strategy to resolve the current major social contradictions,and also an important path to achieve socialist modernization.Taking the government responsibility in the high-quality development of rural elderly care services in Tengzhou City,Shandong Province as the research object,and analyzes the performance of the government responsibility in Tengzhou City.In order to promote the high-quality development of rural elderly care services,Tengzhou Municipal Government actively implements relevant elderly care policies,guides market players to participate in the supply of rural elderly care services,provides financial support and conducts quality supervision.However,due to the influence of historical,political,economic,ideological and other factors in rural areas,there are still many problems in the implementation of government responsibilities,mainly in the implementation of policies is not in place,the marketization mechanism has not been fully established,capital investment is insufficien,and the quality supervision mechanism is not perfect.Based on this goal,drawing on the experience of Japan,the United Kingdom,Switzerland and other governments in fulfilling their responsibilities,and absorbing the advanced experience of Jiashan District,Zhejiang Province,Fengxian District,Shanghai,Gusu District,Jiangsu Province and other domestic regions,finally putting forward countermeasures and suggestions that will help improve the government responsibility in the high-quality development of rural elderly care services in Tengzhou City.
