The report of the 19 th National Congress of the CPC proposed for the first time that the implementation of the rural revitalization strategy should strengthen the basic work at the grass-roots level in rural areas,and improve the rural governance system that combines autonomy,rule of law and rule of virtue.However,the rural governance system that achieves the integration of "three governance" is facing the dilemma of weakened autonomy ability,capacity constraints,dilemma of emotion and law,difficulty in rule of law intervention,decline of traditional public morality,and weakened identification caused by population loss,elite alienation,and administrative dependence.There is an urgent need for innovation in governance methods and carriers.In 2014,the State Council issued the "Outline of the Construction Plan for the Social Credit System",which mentioned that the social credit system is an important component of the socialist market economy system and social governance system.Against the backdrop of actively promoting social construction and innovation in social governance,the construction of the social credit system constitutes a very important link.The paper takes the construction of social credit in X Village,P City as an example to explore the process of empowering rural governance with social credit,which is beneficial for accelerating the construction of social credit system and promoting innovation in social governance.X Village in P City is a typical "hollow village" with relatively backward economy.There are problems in the process of rural governance,such as lack of participation,lack of public spirit among villagers,and weak sense of belonging to the village.Since the implementation of social credit construction in 2020,X Village has been using social credit as a starting point to record villagers’ trustworthy and dishonest behaviors through volunteer services and other forms.This has stimulated the enthusiasm of villagers to participate in activities and guided them to gradually participate in the process of rural governance.Through the construction of social credit,X Village has achieved a rural governance system led by it that integrates autonomy,rule of law,and moral governance,improving the efficiency of rural governance.The article takes the construction of the social credit system in X Village,P City as a case study.Through on-site research and interviews,the entire process of social credit construction is sorted out,and the generation mechanism and operational logic of social credit empowering rural governance are analyzed.This provides an effective carrier for building a "three governance integration" rural governance system, and provides experience and reference for promoting the modernization of rural governance system and governance capacity.Research has found that social credit empowers rural governance from three levels: procedural dimension,subjective dimension,and psychological dimension,achieving the activation of endogenous motivation of autonomous subjects,improving the level of legal norms,and exerting the role of moral competition mechanism,thus promoting the construction of the "three governance integration" rural governance system.However,due to the supply-demand imbalance caused by supply dominance,the effectiveness of administrative segmentation and constraints,and the inefficiency of incentive and constraint mechanisms,social credit has caused deviations in the process of empowering rural governance in terms of participation subjects,execution processes,and implementation effects.This article proposes suggestions for optimizing rural governance through social credit empowerment from three aspects:clarifying the boundaries of subject rights and responsibilities,improving operational mechanisms,and improving security mechanisms.
