Private higher education in China started in the 1980 s,although the start is late,but in a short time to achieve rapid scale expansion.However,with the rapid large-scale development of private universities,problems such as outdated school model,lack of characteristics in personnel training and lack of public attributes of education are gradually exposed.Some of these problems are caused by changes in the external environment,while some are caused by low level of governance,imperfect internal governance structure,and imperfect internal supervision and balance mechanism.The negative effects brought by these problems have hindered the healthy development of private universities.Most of the existing literature focuses on the research of corporate governance structure,internal governance system and government role of private colleges and universities.Faced with the problem of rational economic man’s school-running behavior in private universities to some extent,many studies simply emphasize the public goods attribute of private education,but ignore the diversified consideration of stakeholders’ interest appeals.In addition,some researches also attempt to construct the general governance mode of private universities,which is not well related to the unique development history of private universities and the harsh living environment factors,which cannot well meet the practical needs of diversified development of private universities.It is true that strengthening educational attributes and academic output should become a rational goal pursued by private colleges and universities.Similarly,the sustainable and healthy development of private universities cannot be separated from the support of material capital and human capital of multiple stakeholders.From the perspective of stakeholders,this paper takes M university in Shandong as an observation case.Firstly,it systematically investigates the internal stakeholders of M university and their governance roles,and analyzes the characteristics of internal governance of M university from the perspectives of corporate governance structure and democratic participation.Then,the paper analyzes the main problems existing in the internal governance of M University from four aspects: the relationship between academic power and administrative power,internal stakeholder perception of the university charter,the power relationship between the board of directors and the president’s management team,and the participation of teachers and student groups in governance.On this basis,the author analyzes the root causes of the governance problems in M university from the aspects of the defects of the power structure of the school board,the lack of modern university governance concept,the imperfect employment mechanism,the imperfect supervision and balance mechanism,the weak supervision and balance,the lack of identity and sense of belonging of teachers and students.Finally,based on the problems existing in the internal governance of M university and their causes,the paper studies and puts forward countermeasures and suggestions to improve the internal governance of M university.It includes four aspects: first,establish the concept of modern university governance;second,improve the mechanism of power checks and balances;Third,improve the system of democratic participation;Fourth,optimize the incentive mechanism. |
