The democratization reform of higher education in the world and the modernization process of China’s national governance system and governance capacity have promoted the democratization reform of the governance system in the field of higher education in China,and promoted the modernization of the governance system and governance capacity in colleges and universities.The national rural revitalization and urban and rural integrated development strategy puts forward compound and modern requirements for agricultural and forestry talents.This will certainly make Chinese agricultural and forestry universities re-examine the main position of students in the internal governance system and promote the benign development of students’ participation in university governance.Therefore,how to create a better institutional environment for students from agricultural and forestry universities to participate in university internal governance? How do students participate in university governance properly and reasonably? It has become an urgent problem to be solved to meet the requirements of the governance system and governance capacity of agricultural and forestry universities.This study sorts out relevant literature,explains relevant concepts such as school internal governance,student participation,and student rights,and is based on governance theory and stakeholder theory.Based on the above theory,with students’ rights as the main research line,and with the help of the rooted theoretical model of qualitative research,the basic information of student participation governance system and methods in 40 public undergraduate agriculture and forestry colleges and universities was investigated.Using the questionnaire survey and statistical analysis method,the students’ subjective consciousness and active behavior were taken as the survey dimension,and the students of 7 representative agricultural and forestry universities in 7 regions of China were investigated.First of all,foreign research has a solid theoretical foundation and rich research methods,which can provide reference experience for the "localization" research of students’ participation in university governance in the future.Based on this,the governance theory and stakeholder theory are taken as the analytical framework to clarify the core problems to be solved by students’ participation in university governance.After analyzing the current situation,it is found that the following problems exist: the institutional environment of students ’participation in governance is not perfect,the way and scope of students’ participation are limited,the initiative and satisfaction of students’ participation in governance are low,and students’ participation in governance is not carried out in an orderly manner.In order to solve the above problems,historical research methods and comparative research methods are used to sort out the historical spectrum of foreign students’ participation in university governance and summarize the historical experience of foreign students’ participation in university governance.It can be seen that governance is the historical inevitable process of management,and the institutional environment for students to participate in governance can not be improved in a day.The different development paths of European and American countries and China decide to adopt a dialectical attitude and apply their essence.The research results are discussed,and the improvement measures for Chinese agricultural and forestry students to participate in school internal governance are put forward: first,the basic logic of student participation is clarified,and the participation principle of moderately limited participation and unity of rights and responsibilities is established.Second,establish a perfect student participation mechanism to ensure the smooth operation of students’ rights.Delegate power to the student union and other student organizations,and improve the construction of student organizations with agriculture and forestry characteristics.The third is to improve the status of students ’participation in governance,standardize the scope of students’ participation in governance based on the relevance of students ’interests,and enhance the initiative of students’ participation in governance.
