As a special state-owned enterprise in prison,the management personnel of the enterprise are prison police,and the labor subject is criminals.Its main task is to provide labor positions for the rehabilitation of criminals,rather than for profit,but also to pursue economic benefits,that is,to ensure the preservation and appreciation of state-owned assets.At present,the performance evaluation methods of prison enterprises are single and lacking.Most of them are simply evaluated by superiors and subordinates,and the evaluation indicators are only limited to whether the operating income meets the standards and whether the production indicators are completed.This leads to the overall lack of vitality of prison enterprises and the inability to achieve a win-win situation of social and economic benefits.In this context,how to optimize and improve the performance evaluation of prison enterprises and improve the level of performance evaluation of prison enterprises has become an important topic in the field of prison enterprise management.This article focuses on the characteristics of prison enterprises and introduces the research results of state-owned enterprise performance evaluation into prison enterprise performance evaluation.Based on this,a balanced scorecard performance evaluation method is adopted to optimize and construct a performance evaluation method that is in line with the actual situation of prison enterprises.This article first conducts a targeted questionnaire survey on the performance evaluation status of Q Prison Enterprise.The survey results show that: firstly,employees of the prison enterprise have little understanding of the strategic goals of the prison enterprise;Secondly,the original performance evaluation indicators of Q Prison Enterprise were designed with a focus on financial indicators,including main business income,per capita output value,net profit,etc.,while non-financial indicators,especially in terms of social benefits,were less designed;Thirdly,the assessment is limited to the "top leader assessment",the performance assessment process is not standardized enough,and the assessment methods are too simple;The fourth is the command based communication adopted by prison enterprises from top to bottom,lacking necessary feedback.Therefore,this article introduces the Balanced Scorecard,which decomposes the strategic goals of Q Prison Enterprise layer by layer based on four dimensions: finance,customer,internal management,and learning and growth,and optimizes and improves the corresponding assessment indicator system.In this process,the Analytic Hierarchy Process is used to determine the weights of each indicator,score the weights of each indicator,and carry out corresponding assessment design,in order to optimize the original performance assessment methods of Q Prison Enterprise.The optimized appraisal structure has the following characteristics: First,according to the requirements of the balanced development of social and economic benefits of prison enterprises,the weight of the two dimensions of customer,learning and growth has been increased,and the performance appraisal indicators under each dimension have been refined and improved,so as to be used for the selection of prison employees and the development of Individual development plan;The second is to further improve the assessment content of the financial dimension,increase the average criminal EVA,total Asset turnover and other assessment indicators,more intuitively reflect the operating status of prison enterprises,and link the performance assessment results with personal performance,so as to achieve the purpose of improving the enthusiasm of police staff;Thirdly,this article formulates safeguard measures from three aspects: organizational structure,internal management,learning and growth to ensure the smooth optimization of performance evaluation in Q Prison Enterprise. |
