The government performance evaluation as an important measure of government management is widely used in the national, provincial and municipal level of government management. Continuously improve the government departments at all levels of the organization performance is the inevitable requirement of government strategic work plan in the new period. With the continuous improvement of the level of management and performance evaluation system, the government has continued to emerge in the practice of management, to explore a more efficient and reasonable management method.Because of China’s land area is large, the regional development uneven cross, differences in resources is larger, the implementation unified government performance evaluation system is very difficult, the unity of government performance evaluation research paradigm and developing by certain degree constraints.The research to the Mudanjiang municipal government as the research object, through the analysis of the government performance evaluation system for the existing problems and the government management characteristics, scientific reasonable constructed a theory of Mudanjiang city government performance management evaluation is index system based on the balanced score card, the study for peony river city government evaluation of government management effectiveness provides a feasible scheme in practice and theory, reducing the subjective evaluation of the error.The implementation of the method will greatly improve the existing performance management system, objectively and accurately evaluate the Mudanjiang municipal government management effectiveness, playing a positive significance. In order to provide theoretical basis and reference for the research on performance management of Mudanjiang municipal government and other municipal government agencies.The content of this paper includes: first, carries on the elaboration to the related concepts and theoretical basis; second, to the domestic and foreign government performance management literature were research and comparative analysis; the third, systematic analysis of the problems existing in the Mudanjiang municipal government performance evaluation and analysis of the causes; the fourth. The balanced score card theory is introduced into the performance management system, construct the applicable to the Mudanjiang municipal government performance evaluation system and the empirical analysis. Study on the application of improved analytic hierarchy process(AHP) to assign the weight of each index, namely ordinal utility method of comparison matrix adjusted group decision on the corresponding index assigns a weight value, which can reduce the subjective evaluation of the error,makes the evaluation results more objective and accurate. Fifth, put forward the Mudanjiang local government performance evaluation system to effectively run security measures. The innovation points are: calculated the index weight problem of hierarchical analysis method has been adjusted, ordinal utility method of comparison matrix to adjust, group decision on the corresponding index is endowed with weight values, through this study demonstrated the effectiveness of balanced score card is effective performance evaluation methods, improve government performance evaluation theory, also the level of analysis gives the weight method is improved, reduce the error brought by the original individual subjectivity, other prefecture level cities in China, the government performance evaluation system to carry on the beneficial research exploration.
