Evaluation Of The Policy Effect Of "Revitalizing Border Areas And Enriching The People" In Guangxi

The "Action to invigorate border areas and enrich the people" is a national policy aimed at supporting the development of border areas and promoting the coordinated development of regions.As one of the nine border provinces and regions in China,Guangxi has been implementing the "revitalizing border areas and enriching the people" for more than 20 years.It is necessary to make an objective evaluation of the effect of policy implementation.On the basis of mastering relevant theories and methods,firstly,this paper summarizes the implementation process and implementation status of "revitalizing border areas and enriching the People" in Guangxi.Secondly,to more accurately identify and measure the policy net effect,based on the 1997-2019 Guangxi county panel data,from the dimension of economic growth,industrial structure adjustment and improvement of people’s livelihood,using the gradual double difference model to evaluate the policy effect since the pilot action of "revitalizing border areas and enriching the people" in Guangxi,and the policy of the dynamic effect in different stages.Finally,by examining the influence of "action" on various driving factors,the reasons for the inadequacy of policy implementation are analyzed and countermeasures and suggestions are put forward.The study found that:(1)from the perspective of economic growth effect,the implementation of the action of "revitalizing the border areas and enriching the people" has a significant positive effect on both the GDP and per capita GDP of the border counties and cities in Guangxi.From the perspective of the effect of industrial structure adjustment,"action" has only significantly promoted the development of the primary industry,indicating that the effect of industrial structure adjustment of the policy still needs to be played.From the perspective of the improvement effect of people’s livelihood,"action" only has a significant positive effect on the improvement of the ratio of teachers to students in middle schools and the net income of rural residents,but fails to play a significant role in promoting the ratio of teachers to students in primary schools,the number of hospital beds and narrowing the income gap between urban and rural areas.(2)From the perspective of the dynamic effect of policy,the positive effect of "revitalizing the border area and enriching the people" on economic growth is delayed;the positive effect on the primary and secondary industries is short-term,with a certain crowding out effect on the tertiary industry;there is no long-term mechanism for the improvement of people’s livelihood.(3)The "action of revitalizing border areas and enriching the people" has different effects on various driving factors,and there is a certain degree of "emphasizing physical investment such as fixed assets and neglecting long-term driving factors such as the improvement of people’s livelihood".Based on the empirical analysis results,the policy suggestions to promote the action of "revitalizing the border and enriching the people" in Guangxi in the new era,including developing characteristic industries according to local conditions and accelerating the transformation and upgrading of the border areas;exerting the advantages of the border and promoting the high-quality development of the open economy;further increasing the investment and tilt of improving the people’s livelihood and human capital;promoting the modernization of the border areas and promoting the good governance;strengthening policy coordination and strategic docking,and actively integrating into the new development pattern.
