The Practice Of Developing The Border Areas And Enriching People Actions In Emin, Xinjiang

All sorts of condition limitations make China’s border areas’ economic， socialand cultural development level is relatively backward， transportation，communication， energy， water conservancy and other infrastructure is weak， theproportion of impoverished population is big and it is difficult for people to get rid ofpoverty. And there is a big gap between inland and border areas， especially thecoastal developed areas. To realize the construction of well-off society in anall-round way， the State Ethnic Affairs Commission initiated actions of developingthe border areas andenriching people， they aim at developing the border areas.Focus on the implement process， the development progress and problems in Emin，Xinjiang plays an important part in how to use the actions to full capabilities， and italso makes us realize the importance of policy support for the construction of theboarder areas.This thesis is divided into five chapters， the first chapter mainly includes thedefinition， literature review， the introduction of the important， difficult and theinnovation points focus on this topic and the choice of field.The second chapter elaborates implementation process of the actions in Emin，Xinjiang. I t is divided into four sections， the first section clarifies localgovernment’ understanding of the project and implementation decisions (action inEmin implementation， the foundation， design and the argument of the project’spromotion， the presentation of the project， the project list， sources of funds andfunds management.). The second section is the implementation concept of thisproject (the government’s idea， main tasks， basic principles; participate in thedepartments and units). The third section includes some specific cases of the projectin towns and villages(the ethnic minority development fund project in QingquanVillage， construction of preventing permeating canal in Qiaonan village， theconstruction of summer pastureland in Mengbulake， the farmland transform projectin Emaleguoleng Mongolian nationality township， the construction of flying geesebreeding base in Emin and the built of the Teenager’s Palace). The fourth section isthe analysis of the project’s implementation process. The fifth section simplyelaborates the participation of the local residents.Third chapter is about the analysis of these actions’ practice evaluation，including the achievements (improve infrastructure construction of border areas，improve the livelihood of the residents of all nationalities， people in agricultural and pastoral areas earn more incomes to some extent， improve border ethnic selfdevelopment ability， optimize the economic structure， promote education，improving teenagers’ comprehensive quality， strengthening national unity andmaintain social stability)， the analysis of problems (such as the low benefit rate oflocal residents， the lower level of ecological civilization， cultural ecologicalprotection ignored; lack of talents and labors who have the corresponding quality，lack of institutional guarantee).The fourth chapter gives four suggestions on the multi-national area socialdevelopment project implementation， such as the main participants andbeneficiaries (residents) of economic growth in ethnic minority areas， theendogenous development of cultural ecology; more cultural diversity and creativityin national regions，(endogenous development of labor)， the guarantee ofregulations.The fifth chapter is the summary， it indicates means and purpose of the borderarea development， it points out that the development is not the goal but the way.This paper analyzed the problems in the practice of developing the border areasand enriching people actions and gave suggestions on these actions in the future onthe basis of finding and analyzing the existing literature by literature research and thebasic understanding of these actions.
