| Talent cultivation is a key pillar in promoting the modernization of the national governance system and governance capabilities.In this new development stage,applied talents will become the core force of China’s modernization.Professional degree postgraduate education,as one of the important channels for cultivating high-quality applied talents,has received widespread attention in recent years.How to improve the quality of professional degree postgraduate education has become a hot and urgent research topic.In 2020,there were 250 universities with Master of Public Administration(MPA)qualifications in China,with a total enrollment of 243,000 MPA postgraduate students.With the expansion of enrollment,MPA education has gradually become an important channel for cultivating public administration practice talents in China,and its education quality directly affects the quality and capacity improvement of public administration talents in China.In this context,based on stakeholder theory and using literature research,questionnaire surveys,and interviews,this article focuses on the five major stakeholders: government,universities,students,teachers,and educational management personnel.Questionnaires were distributed to MPA graduate students from five universities in Guangxi,and individual interviews were conducted with randomly selected students,educational management staff,and mentors.The study found that during the MPA training process,Guangxi universities face barriers between professional training direction and student demand;some teachers and students struggle to establish effective communication mechanisms;the teaching quality evaluation standards are inadequate and the attribution is unclear;participation and effectiveness of professional practice bases are low;there is an imbalance and homogenization in course settings;and the academic activities have a single content and students participate in a formalized manner.To address these issues,this article proposes the following recommendations: improve the quality of students and optimize the reward system;enhance the level of faculty and strengthen the effectiveness of guidance;strictly review thesis submissions and standardize mid-term assessments;promote policy support and accelerate information feedback;optimize the course structure and reform teaching methods;strengthen academic assessments and create an academic atmosphere. |
