| In recent years,with the deepening of urbanization,the transformation of old residential neighborhoods is being carried out to a large extent throughout the whole country.However,after the transformation,the governance problems of old neighborhoods have gradually come to the fore,such as the government’s unclear positioning of itself and the low penetration rate of properties in residential neighborhoods,which have seriously reduced the quality of life of residents in old neighborhoods.Many places started the governance of old neighborhoods almost at the same time,but encountered a lot of difficulties in the process of governance.Therefore,on the basis of in-depth analysis and study of the problems,compiling a set of effective measures to improve the current dilemma is of great significance to improve the governance of old neighborhoods and achieve the goal of modernization.The article begins with an introduction to the documents issued by the central government as well as the local government of Changde City about the old neighborhoods.At the same time,the subjects are divided into four categories according to the different subjects of governance: government,community,property,and neighborhood residents.Secondly,Changde is one of the fastly developing prefecture-level cities in Hunan,with many high-rise buildings and at the same time,the number of old neighborhoods is also quite large,so the situation facing Changde is more typical and very representative.The article firstly makes an in-depth research work on the transformation of old neighborhoods in Changde City and the governance,and investigates the problems of the governance of the neighborhoods,the participation of the government,the ability level of the properties management,and the participation of the owners by means of questionnaires so far.Although the old neighborhoods have achieved initial results after renovation,there are still many problems to face in the governance of the neighborhoods,such as unclear positioning of the government,insufficient attention within the community,low level of property ownership in old neighborhoods,and low participation of property owners are the most prominent problems.The data obtained from the survey questionnaires yielded the reasons for the emergence of governance problems: the serious trend of administerization of governance principal parties,unclear authority and responsibility between governance principal parties and confusion in management,difficulty in regulating interests between governance principal parties,and difficulty in changing the philosophy of governance principal parties.Finally,by describing the previous problems and causes,and combining the new public service theory and the theory of multiple governance,this paper proposes many supporting measures and methods for the governance of old neighborhoods,so as to improve the governance system of old neighborhoods and further enhance the governance capacity of of old neighborhoods. |
