Research On The Evaluation And Optimization Strategy Of Rural Basic Public Product Supply In Hunan Province

Rural public goods are the basis of farmers’ production and life,and their supply is an important part of safeguarding people’s livelihood and improving the quality of life of rural residents,as well as an important part of implementing the "three rural areas" and the rural revitalization strategy.Hunan Province is located in the central region of China,with high level of economic development,high level of urbanization,and relatively few poor areas,the overall level of supply of rural public goods in Hunan Province is high,but there are still inconsistencies in the level of supply in different regions of Hunan Province,and there is a waste of supply resources.Therefore,this paper selects Hunan Province as the research object,and the improvement of its rural public goods supply efficiency has implications for the central region.Specifically,we select output indicators and environmental variables based on previous studies and the current situation of rural public goods supply in Hunan Province,and then analyze the factors affecting the supply efficiency based on the constructed indicators.Secondly,based on Marx’s public goods theory and public expenditure theory,we construct an evaluation index system and select a measurement model for empirical analysis,specifically: a three-stage DEA method is applied to assess the efficiency of rural public goods supply in Hunan cities(states)in terms of comprehensive technical efficiency(TE),pure technical efficiency(PTE)and scale efficiency(SE).Only Yueyang City,one of the fourteen cities(states)in Hunan Province,has achieved the efficiency of three types of public goods supply,indicating that the current situation of rural public goods supply in Hunan Province is not optimistic and there is still much room for improvement.From the influencing factors: financial autonomy,urbanization level,and farmers’ income level have different directional effects on the efficiency of public goods supply in the three dimensions of compulsory education,health care,and infrastructure categories,but the increase in the level of economic development may reduce the efficiency of public goods supply in the four categories.Finally,the efficiency improvement strategies of each city(state)are proposed based on specific problems,and universal improvement strategies are proposed based on common problems in terms of reducing regional development differences,improving the development of public services in different fields,strengthening the supply responsibilities of grassroots government,and strengthening the supply quality view.This paper hopes to provide reference for the improvement of rural public goods supply efficiency in Hunan Province through the analysis of rural public goods supply efficiency in each city(state)of Hunan Province.
