| It can be seen that ecological restoration is the primary task of grassland protection and construction,but also an important way to build ecological civilization.Before 2002,Kulun Banner grassland had a bad ecological environment and was famous for "sand".On the basis of fragile ecology,continuous drought and irrational utilization accelerated the degradation and desertification process of Kulun Banner grassland,which restricted the development of local economy.Kulun Banner is an area inhabited by 11 ethnic groups,such as Han,Mongolian,Hui and Manchu,with animal husbandry economy as the main body.However,with the deterioration of grassland ecological environment,animal husbandry economy has been stuck in a state of declining benefits and difficult to maintain stability.Under such circumstances,the introduction of the policy of returning grazing land to grassland is a timely rain for improving the ecological environment of grassland in ethnic minority areas.After more than 20 years of comprehensive and in-depth,solid and steady construction,the deterioration of ecological environment of grassland in ethnic minority areas has been significantly improved and suppressed,and the contradiction between the development of animal husbandry economy and ecological environment protection in ethnic minority areas has been effectively resolved.Kulun Banner is a border area inhabited by ethnic minorities,and the policy of returning grazing land to grassland is an innovative policy issued by the state from a political height in order to improve the ecological environment of ethnic areas and improve the economic development level of animal husbandry.In summary,the study based on the implementation status of the policy of returning grazing land to grassland in Kulun Banner can provide effective suggestions for the subsequent implementation of the policy of returning grazing land to grassland in Kulun Banner,and can also provide the corresponding reference for other areas implementing the policy.Therefore,it is of great theoretical value and practical significance to study the implementation of the policy of returning grazing land to grassland in Kulun Banner.In this paper,the implementation of the policy of returning grazing land to grassland in Kulun Banner is taken as the research object,and the idea is to clarify the current situation,analyze the effect and propose countermeasures.Secondly,this paper discussed the social and economic conditions of Kulun Qi,grassland ecological status of the general situation of the research area,analyzed the implementation of the policy of returning pasture to grassland since 2002.Thirdly,the paper selected five Gacha villages in the Kulun Banner policy area,and analyzed the implementation effect of the policy by means of questionnaire survey,personal interview and data collection.Through the statistical analysis of the survey data,personal interviews and collected data,it is found that the current policy of returning grazing land to grassland has some difficulties,such as insufficient seed capital investment,relatively simple subsidy methods,relatively scattered grassland management,and lack of legal support.Moreover,the reasons including subjective factors and objective factors are further analyzed.Finally,in order to deal with the above difficulties,this paper puts forward corresponding countermeasures and suggestions,which mainly include broadening the channels of capital sources,changing to differentiated subsidies,transforming the ideas of grassland management,popularizing the law and strengthening the foundation to repair the weaknesses,etc.Through the above aspects of thinking,it is hoped to help realize the benign development of returning grazing land to grassland. |
