| With the continuous development of China’s market economy,the competition between enterprises and institutions has gradually changed from the essence to the competition for talents.As a special group,the external employees of public institutions are currently marginalized,but the development of public institutions cannot be separated from these people,who play an important role in public institutions.In the process of rapid development,Shanghai has become a microcosm of the development of China’s vast cities.The development of Shanghai cannot be separated from the construction and contribution of many talents.In the process of rapid economic development,many institutions in Shanghai have employed a large number of external employees.Under this background,taking L Town of Shanghai as the research object,this paper deeply analyzes the incentive mechanism of the external employees of the town’s public institutions,hoping to provide some useful enlightenment for the establishment of the incentive mechanism of the external employees of the town’s public institutions.At the same time,because there are some commonalities in the incentive mechanism of the external employees of the public institutions,this study has certain practical significance,It can provide reference for the practice of human resources management in enterprises and institutions.This paper takes the external employees of L town public institutions in Shanghai as the specific research object.First of all,through interviews and surveys,the job structure,education structure,age structure and gender structure of the external employees of L town public institutions in Shanghai were investigated on the spot;Secondly,the paper investigates the current situation of the external employees in the town’s public institutions in four aspects: the basic salary system,the welfare system,the promotion incentive mechanism,and the training incentive mechanism;Thirdly,according to the interview survey,a reasonable questionnaire was designed to analyze the satisfaction of the incentive mechanism of the external employees of the town’s public institutions;Finally,combined with the equity theory and the comprehensive incentive theory,this paper analyzes the problems and causes of the incentive mechanism for the external employees of L town public institutions in Shanghai,and puts forward corresponding solutions.Through the research on the incentive mechanism of the external employees of the public institutions in L Town,Shanghai,it is found that the main problems of the external employees in this town are: the lack of incentive in the overall work,the poor effect of the salary incentive method,the small space for career promotion,the imperfect training system and the lack of personal development opportunities.The main reasons for the above problems are that the overall incentive mechanism for the town’s work has not been set up,the role of salary incentive has not been fully reflected,the promotion mechanism is unreasonable,and the training mechanism has insufficient kinetic energy.Analyze the reasons and give specific policy recommendations from the following four aspects in combination with equity theory and comprehensive incentive theory: first,improve the job incentive mechanism of external employees,including clarifying the job responsibilities and job boundaries of recruitment positions,and providing opportunities for external employees to participate in innovative core projects;Second,improve the salary incentive mechanism for external employees,including establishing relatively fair salary and welfare treatment and optimizing the salary incentive structure;Third,improve the promotion mechanism of external employees,including establishing a perfect career promotion path and establishing a performance appraisal system as the basis for promotion;Fourth,improve the training system for external employees,including fully borrowing Internet training resources,providing targeted training and personal development opportunities. |
