Research On Party Affairs Disclosure System From The Perspective Of Political Communication

The global popularity of the Internet has ushered us into a new era in which political parties and governments around the world pay more attention to the use of various media to disseminate information to the public.China’s political communication system is built with the Communist Party of China as the core.For the Communist Party of China,strengthening political communication with the masses can better realize the adaptive development of intra-party democracy.The openness of party affairs runs through all aspects and links of intra party democracy,is the fundamental prerequisite for the development of intra party democracy,and is the practical product of the CPC’s governing the party in accordance with regulations and systems.Since the Fourth Plenary Session of the16 th CPC Central Committee first proposed to "gradually promote the openness of party affairs",the CPC Central Committee issued the Regulations on the Publicity of Party Affairs of the CPC(for trial implementation)on December 20,2017,becoming the first intra party law formulated and issued by the CPC Central Committee after the 19 th CPC National Congress.Since then,various regions have explored the construction of the party affairs publicity system.Kunming City has formed phased and landmark institutional achievements in carrying out the party affairs publicity work,which has a exemplary role in China’s party affairs publicity work and is a typical research case.The openness of party affairs is a political product with Chinese characteristics,and its core "openness" reflects the characteristics of political communication.It can be said that the openness of Party affairs is a kind of political communication behavior,that is,the Party organization(the subject of political communication),the Party’s leading activities,strengthen the Party building work related affairs(political communication content),through the prescribed channels and intermediaries(political communication media),to the Party members or the masses(the object of political communication)a kind of political communication behavior.Therefore,it is of great significance to study the openness of Party affairs from the perspective of political communication and the "five W" theoretical analysis framework,which is helpful to deeply understand the operating mechanism of the openness of Party affairs system from the elements of political communication.From the perspective of political communication effect,the system of Party affairs disclosure is conducive to the promotion of democracy of the communication subject,the political participation of the communication object,the standardization of the communication content,and the high efficiency of the communication media.However,as the Regulations on Openness of Party Affairs have been issued for a short time and are currently in a trial state,there are still some restricting factors in the play of the function of the system of openness of Party affairs,and there is still a stage of adaptability to the practice and exploration in various places.This paper seeks some breakthroughs from the perspective of political communication.For example,strengthening the application and auditing of the communication subject,paying attention to the feedback and interpretation of the communication object,improving the registration and approval of the communication content,consolidating the supervision and inspection of the media,so as to provide a new perfect path for further exerting the function of the Party affairs disclosure system.
