As the important content of inner-Party democracy, the Open Management of Party Affairs plays a fundamental role in promoting the Construction of Inner-party Democracy as is determined by its nature. The essence of Open Management of Party Affairs lies in the openness and transparency of power that is essentially required by the notion of power for the people, the realization of power exercised in the sunshine, as well as the further advancement of democracy, openness, standardization and transparency of the ruling power of the Communist Party of China(CPC). The proposal of Open Management of Party Affairs is a rational choice made by the CPC to consciously abide by the governing laws in its ruling, an active response to the people’s rising awareness of rights, and an initiative action it has taken to embrace the challenges of governing within an ever-changing and complex Internet age. Since the Party’s initial proposal of this concept in 2004 on the Fourth Plenary Session of the Sixteenth Central Committee and after ten years of theoretical research and practical exploration, Open Management of Party Affairs has become the consensus of the whole party. To advance the research on Open Management of Party Affairs, our research concerns include how to deepen theoretical research, how to explore historical resources, how to analyze logically its development as well as how to give full play to its fundamental role in inner-party democracy construction.The Open Management of Party Affairs is a combination of theoretical research and practical exploration, the study of which needs both meticulous and systematic theoretical research and active practical exploration. The purpose of theoretical research is to guide practical exploration, while the purpose of practical exploration is to test theoretical research. Based on this principle of combining theoretical research and practical exploration, the paper is divided into two parts with six chapters. In the theoretical part, we will be reviewing the research status of the Open Management of Party Affairs, defining the concept of Open Management of Party Affairs, going through the theory origins advanced by Marxist classical writers, and elaborating the essence of this notion. In the practical part, we will explore the history of CPC’s Open Management of Party Affairs and construct an institutional path of long-term effective mechanism for the advancement of its construction.As the introduction section, the first chapter, discusses the reasons for selecting the topic, literature review, development of ideas, research methodology, innovative ideas in the study and areas to be further improved. Based on the current understating of the concept within the academia, the second chapter provides a rational definition of Open Management of Party Affairs after thoroughly analyzing the essences of Party Affairs and Open Management. This chapter deepens the understanding of the concept by examining the core elements of its main body, object and content. The third chapter studies the thoughts of Marxist classical writers on Open Management of Party Affairs, which include not only that of Marx and Engels, as were reflected in their leadership in establishing and developing the proletarian party, but also that of Lenin, as were reflected in his leadership in establishing and developing the communist party of the Soviet Union. The fourth chapter studies the Marxist power theory and the openness and transparency of power. This chapter highlights the theoretical basis of essence of Open Management of Party Affairs, indicating that in essence, Open Management of Party Affairs is all about the openness and transparency of power. The Marxist power theory embodies the publicity and popularity of power, which determines the necessity of openness and transparency of power. Open Management of Party Affairs is a necessary requirement of Marxist concept of power and that of the publicity and popularity of CPC’s ruling power. The fifth chapter discusses the theory and the practice of the CPC’s Open Management of Party Affairs. The paper divides the history of CPC’s searching course for Open Management of Party Affairs into three stages, namely the revolutionary period, the period around the founding of the new country, and post-16th-NPC period, using landmark meetings and events as entry points. The sixth chapter mainly studies the path of establishing a long-term effective mechanism for Open Management of Party Affairs.By drawing on international experience of open management of party affairs, we need to correctly handle its relationship with openness in government affairs, as well as its relationship with confidentiality maintaining according to law, in an effort to correct misconceptions about it. The key to establishing a long-term effective mechanism for Open Management of Party Affairs is institutional construction, which is more than simply developing rules and regulations, but rather, integrating consciousness for open management of party affairs, institutional texts and institutional mechanism, which work together toward the formation of a long-term effective mechanism for Open Management of Party Affairs.
