Research On The Improvement Of Emergency Rescue Ability Of Expressway Traffic Accidents In Jiangsu Province

In the construction and development of expressways,Jiangsu province takes the initiative to connect with Shanghai and Zhejiang to build an integrated expressway transportation system.But when the expressway provides convenience for people’s life,it also brings traffic safety problems.The number of accidents is increasing,and the serious and large road traffic accidents also occur on the expressway.However,most of the rescue materials are located in the far away urban areas,which leads to most people died of serious injury because they were not rescued in time after the accident.At present,there are few researches on the emergency rescue of expressway traffic accidents.Therefore,it is of great significance to study the strategies of improving the emergency rescue ability of expressway traffic accidents in Jiangsu Province.Based on the methods of literature research,case study,questionnaire survey and statistical analysis,this paper focuses on the public security and traffic police departments,combined with relevant motorway traffic accident rescue units,engaged in pre preparation,in-process disposal and post recovery,and concludes that the emergency rescue ability of highway traffic accident is composed of 6 first level capability indexes and 30 second level capability indexes.This paper briefly analyzes the situation of highway traffic accidents in Jiangsu Province during the 13 th Five Year Plan period,and introduces the emergency rescue work of traffic accidents in Jiangsu Province;Then,the rescue process,causes,exposed problems,rectification measures and typicality of the four selected cases are analyzed;Finally,combined with the statistical analysis of the questionnaire data,summed up the existing problems of five abilities,it includes the lack of in-depth safety publicity and education for drivers and key transportation enterprises;the poor ability of drivers and the government to predict accident risk;the lowest satisfaction index of technical support ability is 2.27;the weak ability of emergency medical rescue;the highest importance index of problem rectification implementation ability is 1.68,but the lowest satisfaction index is 2.66.Based on the analysis of the existing problems and the experience at home and abroad,this paper puts forward the strategies to improve the emergency rescue ability of expressway traffic accidents in Jiangsu Province.Enhance the ability of publicity and education for the masses and enterprises,publicize the knowledge of emergency rescue,and train the skills of first aid;Improve the ability of accident risk prediction at the level of driver and government;Using bayonet video monitoring equipment and 5g technology to improve the technical support capacity;Explore and improve the "air ground integration" rescue mode,build the "four in one" linkage working mechanism of emergency rescue,and improve the capability of medical rescue;Further improve the problem awareness,improve the problem rectification mechanism,integrate resources,work together,strengthen the inspection and supervision of rectification,strengthen the prevention and control of imported risks,use technology to promove the level of investigation and rectification,strictly supervise the rectification of problems,and improve the ability of problem implementation and rectification.
