Government-Social Organization Cooperation And The Valid Supply Of Community Elderly Care Services

With the deepening of the degree of aging in China,the needs of the elderly for the aged are increasingly diversified and personalized.To meet the needs of the elderly and improve the effectiveness of the supply of old-age care services is the proper meaning of actively dealing with the problem of aging population.The mode of providing old-age service only by the government can no longer fully meet the old-age demand of the elderly residents in the community,that is,the situation of "government failure" may appear.However,social organizations with professional talent resources and high level of service quality may have the problem of "social organization failure" due to the lack of a complete supervision mechanism when providing old-age care services.Therefore,the government and social organizations cooperate to provide old-age service supply model arises at the historic moment.Under the model of cooperation between government and social organizations,the government purchases services from professional social organizations,which carry out services based on the community,aiming to provide high-quality old-age care services for the home-based elderly.This cooperation mode realizes the full cooperation between government departments and social organizations,and the advantages of the two resources complement each other,and gradually becomes an indispensable supply mode in China’s elderly care service system.However,in reality,the social organizations responsible for the operation of elderly care services in different communities are different from the government,and there are certain differences in the effectiveness of the supply of community elderly care services.Based on the welfare pluralism theory,the multi-center governance theory,the theory of new public management and the theory of performance evaluation,this paper takes the elderly in three communities of Qi Xia District,Nanjing City as the research object,and obtains research data through field research.,the index system of measuring the degree of cooperation between government and society and the comprehensive evaluation index system of the effectiveness of community pension service supply are constructed,and the influence of the degree of cooperation between government and society on the effectiveness of community pension service supply is verified by regression analysis.Firstly,this paper takes the degree of mutual trust between the government and social organizations as the first-level index to measure the degree of political and social cooperation.In addition,the degree of mutual trust between the government and social organizations is transformed into four secondary indicators,namely,the frequency of social organizations reporting to the government,the degree of social organizations completing the plan,the speed of government departments responding to the applications or needs of social organizations,and the timeliness of the government’s performance of the contract(such as the allocation of funds).Secondly,as meal assistance service and chat assistance service are the most representative micro projects of material and spiritual elderly care services respectively,the comprehensive evaluation of satisfaction of the elderly in the community to the meal assistance and chat assistance project is selected as the measurement index of the effectiveness of community elderly care service supply.In order to reduce the subjectivity of the comprehensive evaluation indicators as much as possible,this paper adopts the Delphi method to obtain the unified score of the respondents’ attention to each evaluation indicator through multiple rounds of feedback,and then carries out the weighted calculation of the comprehensive evaluation indicators with this weight,so as to obtain more objective evaluation results.After the index construction was completed,OLS linear regression estimation method was used to verify the influence of government-social cooperation on the effectiveness of community elderly care service supply.A sub-sample was selected--the comprehensive evaluation of the satisfaction of elderly residents surveyed in communities that only participated in assisted meals but not assisted commune was taken as the dependent variable to test the robustness of the regression results.Through theoretical analysis,field investigation and empirical test,this paper draws the following conclusions:(1)The old-age service supply mode of government-social cooperation can significantly improve the effectiveness of community old-age service supply.(2)The higher the degree of political and social cooperation,the more effective the catering service supply.Among other variables,age,retirement income and the number of senior citizens served by each volunteer had a significant negative impact on the effectiveness of the feeding program.(3)The higher the degree of political and social cooperation,the more effective the supply of chat services.Among other variables,age and living alone have a significant positive impact on the availability of chat assistance programs.Finally,combined with the results and conclusions of the above empirical tests,this paper provides corresponding policy suggestions for improving the effectiveness of community pension service supply.(1)Optimize the meal and commune assistances.Specific measures are as follows: strengthen the construction of standards,formulate standardized norms for the whole process of food procurement,processing and distribution,and strengthen professional training and assessment for volunteers who assist in the discussion;Encourage various forces to participate in the supply system of catering and chatting services,and attract high-quality units to join in through subsidies,tax cuts and other preferential policies to improve the overall quality of services;We will unblock channels and build communication platforms for neighborhood communication and volunteer services,so as to ensure that meal and commune assistances cover more elderly people in need.(2)The government and the social organizations providing old-age care services should have a close cooperative relationship.Specific plans are: improve the frequency of communication,conducive to resource integration;To build a long-term supervision mechanism for social organizations,standardized management of social organizations;The government will fulfill its obligations in a timely manner in strict accordance with the terms of the contract signed at the beginning of the purchase of services;Optimize the process,improve the response speed and efficiency.In addition,relevant publicity can also be strengthened to expand service coverage and attract the elderly to participate in community elderly care services in a diversified way.We should take multiple measures to deepen the cooperative relationship between the political and social parties,so as to improve the effectiveness of the supply of community pension services.
