Research On The Ability Improvement Of Comprehensive Law Enforcement Team Of Transportation In Fujian Province

With the rapid development of modern transport service industry in China,it is proposed in the Special Plan for Fujian Province’s “14th Five-Year Plan ” for Modern Comprehensive Transport System that Fujian Province will have built a pilot zone to strengthen transportation and establish a modern comprehensive transport system by 2035.As a comprehensive transportation law enforcement team maintaining the safety of the transportation system,its ability improvement has become an important force for stable development,which also ensures the smooth operation of this comprehensive transportation system.Confronted with problems such as decentralized transportation law enforcement,poor quality and weak ability of law enforcement for a long time,there is an urgent need to strengthen the ability research of comprehensive law enforcement teams and continuously improve the comprehensive quality,standardization level,service management and emergency handling of law enforcement.Taking the ability improvement of the comprehensive law enforcement team in Fujian Province as the research object,the paper focuses on the individual ability and further reflects the overall ability level of the law enforcement team.Based on the competency model theory and the street bureaucracy theory,along with full understanding of the composition and the current achievements of comprehensive law enforcement in Fujian Province,a comprehensive investigation is conducted on the comprehensive law enforcement team in Fujian Province through literature method,interview method and questionnaire method.In addition,the ability index of transportation comprehensive law enforcement team is sorted out from the four dimensions of work attitude and skills,professional literacy,political theory literacy and innovation literacy,and the relevant ability model is established.Through research,it can be found that the transportation comprehensive law enforcement team in Fujian Province still encounter problems in ability improvement,including lack of professional identity,imbalance of law enforcement allocation,lack of targeted ability improvement,and imperfect performance evaluation system,which reflect the deep-rooted reasons such as unclear identity of comprehensive law enforcement personnel and nature of law enforcement agencies,low threshold of law enforcement access,insufficient unified guidance and so forth.Therefore,it is suggested to strengthen the top-level design of transportation comprehensive law enforcement,improve the guarantee mechanism of law enforcement teams,constantly innovate the training system of law enforcement personnel ability improvement,and strengthening the incentive mechanism for law enforcement personnel.
